Due to overwhelming registrations, the General Association for Municipal DX Promotion (GDX) has decided to increase capacity for its online seminar titled "Exploring the Effective Methodologies of Public-Private Partnerships in Local Government" on December 24, 2025. Originally set for 100 attendees, the limit has now expanded to accommodate 300 participants. This change reflects significant interest from municipal officials and business entities eager to understand the dynamics of public-private collaborations.

Context of the Seminar


With population decline and financial constraints posing challenges to local governments, the need for effective public-private partnerships (PPPs) is becoming increasingly apparent. Numerous municipalities face obstacles in executing these partnerships, such as delays in agreement implementation and limitations with project specifications. The upcoming seminar will share unique survey data collected by GDX and provide practical examples from the field, offering insights essential for modern municipal management.

Tanemura will discuss a new model that seeks to eliminate dependency on subsidies by creating a self-sustaining community employment infrastructure within three years of implementation. This sliding scale model ensures that local government fiscal burdens are minimized, relying solely on private revenue for operations. He will share insights from the Sado City case, showcasing how they have successfully matched local potential labor forces with regional businesses.

Addressing Youth Migration

Focusing on the pressing issue of youth outflow, Sakuma highlights that many young individuals leave their communities due to a lack of awareness regarding career opportunities. His presentation will introduce methods to utilize AI in demonstrating local job potentials to high school students, effectively displaying their strengths beyond traditional academic metrics and encouraging them to remain in their home regions.
This session will also explore collaborative models aimed at capturing youth interest in local job markets through innovative career education and community engagement techniques.
