Exploring the Development Plans for Offshore Wind Power at Green Energy Port Hibiki

On March 11, 2026, the Japan Planning Institute (JPI) will host a seminar in Tokyo featuring Yuji Mitsutake, Director of the Kitakyushu Port and Airport Bureau. This event aims to elaborate on the development plans for the Green Energy Port Hibiki and floating base, outlining the city’s ambitious goals for establishing a comprehensive hub for offshore wind power. Based on the achievements of the initial phase, which began in 2011, this seminar will provide insights into the ongoing initiatives and future directions planned until 2030.

Seminar Overview

The Green Energy Port Hibiki (GEPH) aims to be a strategic center for offshore wind energy. The first phase (ACT I) focused on basic environmental preparations and the development of Japan's largest wind farm. Now, as GEPH transitions into the second phase (ACT II), the emphasis will shift towards the development of floating bases and building manufacturing industry hubs, which will facilitate supply chain construction and logistics development essential for offshore operations.

Highlights of ACT I: 2011-2022

  • - Foundational Environmental Preparations: Understanding the groundwork necessary for creating an effective offshore wind power hub.
  • - Development of Japan's Largest Wind Farm: An exploration of the challenges faced during this sizable project.
  • - Other Related Initiatives: Further activities that complemented the initial development phase.

Current Initiatives and Future Plans (ACT II): 2023-2030

  • - Development of Floating Bases: Responding to technological advancements and their application in offshore wind infrastructure.
  • - Establishment of Manufacturing Industry Hubs: Focusing on constructing efficient supply chains catering to wind power needs.
  • - Logistics Base Development: Creating a maritime logistics hub to support offshore operations.
  • - Additional Plans: Other initiatives planned to fortify the region's capabilities in wind power.

East Asia’s Comprehensive Hubs

  • - Envisioning the Ideal Base Port: Defining what is required for a successful operational base in the region.
  • - Collaborations with Urban Areas Domestically and Internationally: Discussing strategic partnerships to enhance the effectiveness of GEPH.
  • - Further Expansion Plans: Exploring options for future expansions based on regional and global market trends.

Networking Opportunities

The seminar will include a question-and-answer session with the speaker, providing a rare chance for direct interaction that typically isn't available in conventional settings. This interactive format facilitates valuable networking opportunities as participants from various industries gather to exchange insights, leading to potential collaborations.

Registration Details

Participation is strictly limited to in-person attendees, ensuring a closer connection with the presenter and other attendees. The seminar registration fee is set at 37,470 yen (tax included), and a special offer allows one additional participant from the same organization to attend for free, with prior registration required.

Participants can also expect to engage meaningfully with the content, addressing their inquiries directly during the session. It’s an exceptional occasion for building personal networks and discovering new business opportunities.
