UnionPay's Groundbreaking Initiative: An Overview of the Agentic Payment Open Protocol Framework


In a significant move to transform the world of digital transactions, UnionPay International has introduced the Agentic Payment Open Protocol (APOP) framework. This innovative approach aims to establish a smart payment ecosystem that maintains high security and operational integrity. On April 2, 2026, the APOP framework was first put to the test with a successful taxi booking operation in Hong Kong.

The transaction involved the utilization of an AI assistant developed by Evonet, which allowed users to input their booking preferences. The assistant promptly provided a selection of taxi types and pricing from the ride-hailing service Hoppa, showcasing the efficiency of the new framework.

Core Components of the APOP Framework


The APOP framework is built upon four major capabilities.
1. Agent Identity Management: It facilitates comprehensive management of agent identities through processes including registration, updates, and deregistration.
2. Intent Management: A key feature is end-to-end management of user intent, which encompasses generation, registration, and verification, fostering a trust-centric environment.
3. User Identity Management: The framework allows single sign-on (SSO) functionality for agents, merchants, and financial institutions, ensuring privacy and security while sharing credentials.
4. Payment Authorization Services: A suite of services is provided for payment authorization, including authentication for agentic payments, consent verification, and payment debiting.

The Vision: An Open, Collaborative Payment Ecosystem


UnionPay’s APOP framework is characterized by its commitment to openness and interoperability. This framework is constructed on UnionPay's extensive global acceptance network, with the aim of developing standards that foster collaboration across institutions, platforms, and various use cases beyond Mainland China.

Two additional principles guide the design of the APOP framework:
  • - Compliance and Security: The framework ensures adherence to regulatory standards while prioritizing security. Through detailed agent identity verification and transparent intent management, all transactions are traceable and understandable.
  • - Trust and Compatibility: A clear definition of responsibilities among stakeholders strengthens trust. Furthermore, diverse access solutions are provided to allow seamless integration of various participants within the ecosystem at a reduced cost while maintaining scalability.
