Fujisawa City Enters Agreement for Safety Monitoring Services in Schools

On November 20, Fujisawa City Board of Education, led by Superintendent Masahiro Iwamoto, inked an agreement with Change Holdings, directed by CEO Taishi Fukudome, and otta, managed by CEO Tomokazu Yamamoto, to officially roll out safety monitoring services beginning April 2026 across all elementary schools in Fujisawa City.

Overview of the Agreement


The primary goal of this initiative is to enhance the safety and security of residents in Fujisawa City by introducing a widely accessible safety monitoring service. Through this program, children commuting to and from school will be provided with a monitoring service aimed at creating a safer living environment starting from April 2026.

Implementation Details


Under this agreement, Change Holdings and otta will lead the effort to install dedicated monitoring spots along school routes, providing free monitoring devices to all interested children. This initiative strives to build a safety net for families with children, ensuring they won't bear additional financial burdens. The IoT-based community security service, "otta," will enable children carrying designated devices to record their location as they pass by these monitoring spots and areas where volunteer monitors are stationed.

Note: Volunteer monitors will use a complimentary application to assist in community watch activities.

Schools Involved


All 35 elementary schools in Fujisawa City will be part of this safety monitoring initiative.

Target Audience


The service will be available to all elementary school students enrolling in the first grade in the 2026 academic year, as well as those currently in grades two through six. Interested students from Fujisawa City elementary schools will receive monitoring devices free of charge.

Background and Future Outlook


Since forming a business alliance on April 8, 2025, Change Holdings and otta have made significant progress in establishing more than 80,000 monitoring spots nationwide as part of the otta Town Security Service. They aim to continue accelerating efforts to connect digital solutions with local community initiatives, fostering a safer and more secure society.

The monitoring service allows children to carry a device that records their location when passing specific monitoring points or when in proximity to moving monitoring stations (vehicles or individuals equipped with special apps). Parents will be able to view the recorded location history, providing them with peace of mind.

1. Free Service: All registered individuals can use this service at no cost, allowing parents to verify recorded locations through inquiries to authorities in emergencies.
2. Paid Service: Parents can monitor recorded locations on their smartphones and receive notifications when their child passes pre-set monitoring spots.
