Notably, he commanded one of the most intricate wings in the Air Force, emphasizing operational testing, weapons system evaluations, and electronic warfare reprogramming. His initiatives led to the establishment of the 350th Spectrum Warfare Wing, which showcases his forward-thinking approach to military operations and technology.

As a general officer, which is a testament to his leadership and capabilities, Abba held prominent roles such as Director of the Air Force F-35 Integration Office and Director of the Special Access Program Central Office. Here, he successfully implemented substantial reforms in special access programs and underlying policies, directly contributing to the improvement of national defense strategies.

A graduate of the Air Force Academy in 1995, Abba further enhanced his expertise with master's degrees from esteemed institutions, including the College of Naval Command and Staff and the Dwight D.
