Innovative Collaboration for Regional Revitalization in Shimane Prefecture's Iinan Town
In a significant move aimed at enhancing regional vitality, LULL Inc., a company based in Tokyo, has signed a comprehensive partnership agreement with Iinan Town, Shimane Prefecture, and the Remote Island Department Store. This agreement was formalized in a ceremony held on March 30, 2026, in Iinan Town, marking a pivotal step towards addressing local issues through the cultivation of IT professionals. The initiative, driven by the concept of regional revitalization, aims to tackle both the challenges of declining population in rural areas and the ongoing shortage of IT personnel in urban centers.
Background of the Agreement
One of the major challenges faced by rural areas like Iinan Town is the decrease in the working-age population and the outflow of young people to urban areas. This demographic shift exacerbates the shortage of workforce within regional industries. Conversely, urban businesses are struggling with an acute shortage of IT specialists, which hinders the digital transformation (DX) efforts and growth potential of companies. By connecting the problems faced by both rural and urban areas, this project seeks to nurture talent equipped with IT skills in the region, thereby creating new ways of earning and establishing a sustainable local economy.
The initiative is not merely about the introduction of technology; it emphasizes the development of local human resources who can understand and continuously address regional issues using IT. It aims to prevent the exodus of young people and revitalize the local economy by fostering a workforce capable of harnessing technology to solve real-world problems.
Utilizing the Regional Revitalization Cooperation Team System
The project will leverage the Regional Revitalization Cooperation Team system to create a practical and integrated training model that combines community activities with IT talent development. Members participating as cooperation teams will engage in various activities in collaboration with local government and businesses, including:
- - Revamping local websites
- - Supporting information dissemination through social media operations
- - Launching e-commerce sites
- - Establishing DX consulting services for local businesses
- - Aiding in the operational efficiency of local industries such as agriculture, forestry, and retail
Through hands-on experience addressing local challenges, participants will acquire valuable IT skills that will enable them to thrive within their communities.
Project Participation and Early Activities
As of now, six participants have already joined the project, with one attending the agreement signing ceremony. The ceremony also featured a tour of the town, where participants engaged in discussions with local residents about the charms and resources of Iinan Town, which helps deepen their understanding of the community.
Partnership Framework
This groundbreaking project is a collaborative effort involving three key stakeholders:
- - Iinan Town, Shimane Prefecture: Facilitating the appointment of cooperation team members and providing regional fields for activities.
