Linc Housing Commences Construction of 50 Supportive Homes in Los Angeles' Willowbrook Area
Linc Housing has officially commenced the construction of Seaglass, a supportive housing community located in the Willowbrook neighborhood of unincorporated Los Angeles County. This new initiative addresses the pressing need for affordable housing options for those who have experienced homelessness. The project, situated at 12611 S. Willowbrook Ave., is set to include 50 one-bedroom units designed for households earning up to 30% of the area's median income, alongside a two-bedroom unit designated for a site manager.
The site of the Seaglass apartments previously hosted the Drew Child Development Center, which has since relocated to a modern facility at Linc's Springhaven apartment community, established in 2022. This transition has provided an opportunity for Linc Housing to further reinforce its commitment to creating affordable and supportive housing within the Willowbrook area. The Seaglass project joins two other nearby developments, Springhaven and Mosaic Gardens at Willowbrook, collectively increasing the housing capacity in the neighborhood to 212 homes.
Los Angeles County Supervisor Holly J. Mitchell heralded the groundbreaking of the Seaglass apartments, labeling it a significant step towards creating stable housing solutions for individuals facing homelessness. She emphasized the importance of housing that is coupled with comprehensive support services, stating, "Housing with wraparound services is what brings people out of homelessness and into stability."
The meaning behind the name 'Seaglass' reflects themes of transformation, resilience, and beauty emerging from challenging circumstances. Just as sea glass is formed from pieces of glass worn smooth by ocean waves, this new community is intended to serve those recuperating from hardship. Additionally, the name pays homage to Pastor Deloris Glass, a pivotal figure in the revitalization efforts of the Willowbrook area.
According to Suny Lay Chang, president and COO of Linc Housing, the aim of constructing these homes extends beyond merely providing shelter; it revolves around facilitating a space that fosters healing, growth, and stability. "We recognize that individuals transitioning out of homelessness often carry deep-seated trauma and face numerous challenges. Yet, they also exhibit remarkable resilience on their journey to finding stable housing," Chang remarked.
Architectural design for the Seaglass building bears similarity to its neighboring community, Mosaic Gardens at Willowbrook, promoting a cohesive aesthetic along Willowbrook Avenue. An active outdoor area will serve as a connector between the two properties, featuring shared community rooms that enhance interaction and provide shared amenities to residents.
In addition to the living units, Seaglass will offer multiple community facilities, such as indoor and outdoor spaces, laundry facilities, a community garden, secure bike parking, a dog run, and spaces designated for meetings and office use to assist with case management services. Importantly, all residents will be offered intensive support services funded by the Los Angeles County Department of Health Services’ Housing for Health program. Services will include mental health and physical health support, employment counseling, educational resources, substance use assistance, and help with accessing benefits and community-based resources.
Funding for the Seaglass development is sourced from a range of avenues, with $8 million from the National Housing Trust Fund, $6.2 million from the Affordable Housing Trust Fund, and additional financial support through loans and tax credit equity. Rental subsidies will be available via project-based vouchers from Los Angeles County, ensuring that the homes remain accessible to those in need.
Architectural design was provided by D33 Design and Planning, and construction will be managed by Walton Construction. The Seaglass community is anticipated to welcome its initial residents in late 2026, further enriching Willowbrook's housing landscape.
