In a significant move towards harnessing its environmental potential, the Republic of Chad has entered into a Memorandum of Understanding with Xange.com, a leading provider of environmental intelligence software, to unlock sovereign environmental assets aligned with the Paris Agreement. Announced on June 25, 2026, this partnership seeks to establish robust systems for Monitoring, Reporting, and Verification (MRV) that will integrate Chad into international climate markets, particularly under Article 6 of the Paris Agreement.
The collaboration between Chad and Xange.com revolves around the implementation of innovative digital solutions intended to support sustainable development practices while ensuring that the country can participate actively and effectively in the global marketplace. Xange.com will provide Chad with a comprehensive framework, including a national real-time monitoring system capable of issuing alerts for wildfire risks and extreme weather events, along with a complete market infrastructure for environmental asset management.
The Essentials of the MoU
The Memorandum includes three core capabilities that Xange.com will extend to Chad:
1. National Monitoring via dMRV: This system will facilitate continuous oversight of environmental conditions throughout Chad, thus enabling timely responses to environmental threats and enabling better resource management.
2. UEMIS Market Infrastructure: The Unified Environmental Market Infrastructure Solutions (UEMIS) will manage environmental asset programs aligned with the Paris Agreement, facilitating transparent and efficient operations from verification to settlement. A national registry will be established to transform verified mitigation data into tradeable environmental assets.
3. IMDC Verification on Aptos: The data captured through the dMRV system will be securely recorded on the Aptos blockchain, creating an immutable, verifiable record for each mitigation outcome. This infrastructure will not only meet institutional performance standards but will also ensure compliance with international treaty bodies and climate funding requirements.
