Closing the Digital Divide



A fresh report released by GSMA Intelligence in partnership with Huawei emphasizes the critical need to enhance digital literacy as a means to bridge the digital divide affecting over 3 billion people worldwide. This study outlines how lack of digital skills, mistrust in technology, and limited AI literacy contribute to the exclusion of many individuals from the digital world.

Despite mobile broadband coverage reaching 96% of the global population, a staggering 38% of individuals remain offline due to insufficient digital competencies. The report states that if these barriers are removed, the global GDP could witness an increment of approximately $3.5 trillion by 2030. A significant portion of this growth, more than 90%, would benefit lower and middle-income countries, which are currently struggling with internet accessibility and digital education.

The Role of AI in Enhancing Accessibility



Artificial Intelligence (AI) plays a paradoxical role in this landscape. While AI technologies can help improve access to essential services, they also introduce new challenges, particularly for underserved communities. For instance, voice-activated AI assistants and applications that process audio and visual content can aid those with limited literacy skills. However, users must also develop critical thinking and security awareness to navigate these technologies safely.

The ability to understand data protection issues, including risks such as fraud and misinformation, becomes increasingly important. According to the World Bank, expertise in generative AI is among the most sought-after skills, with wage disparities for those knowledgeable in AI surpassing those for traditional digital skills.

The Need for Targeted Training Initiatives



Without dedicated efforts to bolster basic digital training, the rapid adoption of AI could exacerbate existing inequalities, even in regions with robust network coverage. This urgency has spurred initiatives aimed at reaching the most vulnerable populations, including rural communities, children, the elderly, and women.

One such initiative is Huawei's Skills on Wheels program, exemplified by its DigiTruck mobile classrooms. These solar-powered classrooms provide necessary computer equipment, rural connectivity, and hands-on training in areas like AI. Since its inception in 2019, the project has positively impacted over 130,000 individuals across 21 countries, enhancing their digital skills significantly.

Feedback from the initiative shows that 79% of DigiTruck course participants have shared the skills they acquired with their families and communities, showcasing the program's grassroots impact. This ripple effect highlights the importance of empowering individuals, so they become agents of change in their communities.

Call to Action for Policymakers



To effectively address the digital skills gap, the report urges policymakers, telecommunications operators, and technology providers to take coordinated action. Here are four recommended priorities:
  • - Treat practical AI training, online security, and information verification as a fundamental national qualification.
  • - Implement multilingual conversational interfaces across public services to minimize technical barriers for users.
  • - Expand mobile learning units through partnerships between connectivity providers, technology firms, and local NGOs.
  • - Focus on performance metrics based on independent task execution and fraud resistance rather than simply tracking the number of learners.

Tim Hatt, the Head of Research and Advisory at GSMA Intelligence, states that the definition of digital literacy must evolve beyond static thresholds. Connectivity is insufficient alone; capabilities, system design, and trust must develop in tandem. To leverage the trillions of dollars in potential economic growth, stakeholders must weave AI literacy into daily life through reliable community channels.

Gavin Allen, Executive Editor at Huawei, echoes this sentiment. The mobile classrooms have proven invaluable in breaking down the physical and psychological barriers to technology access for marginalized populations. Huawei intends to continue promoting digital literacy, ensuring no one is left behind as we transition to an AI-driven economy.

This fall, a new DigiTruck program will launch in France, reaching several towns in the Île-de-France region, where digital skills training will be provided to underserved populations.
