The latest advancements were highlighted during a recent inspection tour by President Xi Jinping in Shanghai, where he visited a prominent AI incubator and the New Development Bank (NDB).

The Shanghai AI Ecosystem



At the heart of this endeavor is an innovative platform dubbed the “AI Supermarket,” launched in Shanghai in February. This facility is designed to provide entrepreneurs and developers with invaluable resources, including access to advanced AI models, government-subsidized computing power, and a wealth of high-quality datasets. The platform is part of the Shanghai Innovation Model Center, which accommodates over 100 startups, working collaboratively to enhance technological innovation.

With its impressive 60,000 square meters of space, the incubator provides a supportive environment for the growth of AI enterprises, featuring 18 distinct support policies like computing grants and fundraising networks that are designed to power the ecosystem further.

During his tour on Tuesday, President Xi encouraged Shanghai to take the lead in the development and governance of AI technology. He emphasized the importance of building a scientific and technological innovation hub with global influence, urging the city to capitalize on the rich potential it has as a breeding ground for cutting-edge technology.

Strategic Importance of AI



Xi's advocacy for a competitive AI cluster reflects a broader ambition for Shanghai to become a global leader in this vital field. The center's foundation includes five functional platforms that facilitate crucial services such as data sharing, financial support, and a robust ecosystem for application development. These initiatives also focus on integrating AI innovations across various sectors, ensuring a wide-ranging impact on industries such as finance, entertainment, and consumer goods.

He remarked, "AI technology is rapidly evolving and entering a phase of explosive growth.” To seize this momentum, the city needs to learn from successful incubation experiences and set the pace in AI governance and application development.

In this cooperative environment, technology firms across the entire foundational model spectrum are finding a nurturing ground. Various stakeholders, from foundational technology providers to application developers and marketers, are coming together, fostering a collaborative atmosphere conducive to rapid innovation.

Attracting Talent for the Future



Recognizing the urgent need for talent in the fast-evolving AI landscape, Shanghai's Xuhui district has introduced a comprehensive talent recruitment plan dubbed the West Bund International Talent Hub, which aims to attract skilled professionals to established startups. Additionally, the hub will host the Shanghai Young Entrepreneurs Association, promoting young entrepreneurial talent to spearhead innovation initiatives.

Xi has noted, “AI is a nascent industry, and it belongs to the youth,” emphasizing the importance of fostering young skills to help drive China's modernization efforts.

Enhancing Global Cooperation through the New Development Bank



On the same day, President Xi also visited the New Development Bank (NDB) and met with its president, Dilma Rousseff. The discussions centered around enhancing cooperation among BRICS nations, signaling a shift toward high-quality development. Established to fund development projects within its member countries, the NDB is poised for a second decade of impactful growth, already approving over 100 projects totaling approximately $35 billion.

Projects range from urban railways in India to green wind energy ventures in Brazil, demonstrating the NDB's commitment to sustainable development practices. Xi highlighted the importance of the NDB being an initiative that unites and uplifts the Global South, reinforcing the need for more cost-effective and high-quality infrastructure financing in developing nations.

Rousseff echoed these sentiments, indicating that the NDB would continue its vital role in supporting emerging markets while challenging the unilateralism and protectionism that threaten global supply chains.
