Polisee Conducts Special Lecture on Policy Formation at Chuo University

On May 23, 2025, Polisee, a Tokyo-based startup specializing in legal tech, held a unique special lecture at Chuo University in the Faculty of International Management. This engaging session was attended by students enrolled in the course titled "Globalization and Information Law," taught by Professor Maki Kunimatsu. The lecture was delivered by Naoko Mizukoshi, Polisee's co-founder and Chief Strategy Officer, who is also a practicing lawyer.

The central theme of the lecture was "The Impact of Policies Related to Information on Business." Mizukoshi outlined the processes involved in the establishment of laws and the crucial elements tied to setting agendas in policy formation. By incorporating real legislative examples, she discussed important phases in the multi-stakeholder processes that define how policies are formed. Significant attention was given to ongoing discussions surrounding the three-year review of Japan’s Personal Information Protection Law and the newly established AI Law in the current Diet session, offering students a direct encounter with contemporary policy challenges.

This lecture marked Mizukoshi's second visit to Chuo University, having previously spoken at the institution in June of the previous year. For reference, details of the previous lecture can be found here.

Interactive Group Work

In the latter part of the session, students participated in group work focused on the AI Bill and its accompanying resolutions. This interactive component encouraged participants to analyze policy documents, discuss their implications, and explore appropriate responses. Students were urged to contemplate policy matters from a personal perspective, effectively bridging the gap between theoretical knowledge and real-world applicability.

Student Feedback Reflects Shift in Awareness

Through the course of the lecture, significant shifts in student awareness regarding legislation and policy were observed. Feedback from attendees included remarks such as:

  • - "I found the content easy to understand and a great way to spark my interest, given my lack of prior knowledge on laws."
  • - "I've started to recognize both the benefits and risks associated with AI, as well as the implications for human rights."
  • - "The group work on analyzing the background of the resolutions helped me realize how law intersects with social reality."
  • - "I've recognized the importance of having a 'policy perspective' when examining information, including impacts like those from ChatGPT."
  • - "I strongly resonate with Polisee’s vision of visualizing policies. I'd like to implement it in my own seminar."
  • - "I want to adopt a critical mindset when consuming news, questioning 'why this law was enacted.'"

These comments indicate that the lecture provided students with an invaluable experiential learning opportunity, allowing them to grapple with the intersections of law, policy, and business.
