Diverging Memory Market Outlook for 2027



Recent insights from TrendForce shed light on the memory industry, indicating that artificial intelligence (AI) will continue to heavily influence memory demand going into 2027. However, a noticeable divergence is anticipated between the market conditions for DRAM and NAND Flash memory.

Continued Tightness in DRAM Supply



The DRAM sector is projected to face ongoing supply constraints due to several key factors. Increasing demand for High Bandwidth Memory (HBM) allocation, coupled with robust requirements from AI server markets, will maintain a tight supply chain. Major DRAM suppliers are already gearing up for medium- to long-term demand driven by investments in AI infrastructure. This involves enhancing production capabilities by unscheduled expansions and migration to more advanced processes.

TrendForce reports that while suppliers plan to introduce new production capacity in 2027, several logistical delays related to construction, equipment installation, and raw materials will postpone significant production increases until the latter half of that year. Given the complex semiconductor manufacturing process, meaningful growth in output will likely not be realized before 2028. Furthermore, the nature of HBM production, which necessitates more wafer inputs compared to standard DRAM, adds to the constraints on supply growth.

The demand for DRAM is underscored by continued capital expenditures from North American Cloud Service Providers (CSPs) and upcoming shipments of next-generation CPUs from Intel and AMD. TrendForce forecasts that global server shipments will surpass the previous year's growth rate of 17%, alongside elevated memory content per server arising from new standards such as SOCAMM. Unfortunately, consumer electronics, including smartphones, are expected to experience declining shipments due to rising retail prices that dampen demand.

Currently, TrendForce estimates that the DRAM sufficiency ratio is hovering around -1% to -2%. Analysts predict this gap between supply and demand will widen in 2027 as demand surpasses any anticipated supply growth. While CSPs continue to invest heavily despite experiencing negative free cash flows, the expected pricing adjustments could drastically change memory procurement strategies moving forward.

Easing Conditions in NAND Flash



In contrast, the NAND Flash market is on track to transition toward a looser supply environment. Analysis indicates that by the second half of 2027, a surge in new production capacities will align with existing supply levels. Past strategies for NAND suppliers focused on leveraging process technology improvements to boost output rather than constructing new production facilities significantly. This was largely in response to strong demand for AI servers and enterprise SSDs.

Looking forward, a shift is expected in 2027 as NAND Flash suppliers plan to accelerate migration to higher-layer NAND technologies while ramping up new production facilities. This structural adjustment is anticipated to lead to a significant increase in output compared to previous years, especially as enterprise storage continues to catalyze growth. It is expected that high-capacity enterprise SSDs will remain a primary growth vector driven by expanded server deployments, with an expected shift in consumer demand reflecting the realities of rising prices.

TrendForce predicts that the NAND Flash market will undergo a pivotal transition in 2027, moving away from conditions of supply constraints towards a more balanced market. Should there be a breakthrough in Agentic AI adoption, this could stimulate additional demand for high-speed SSDs, aiding in balancing supply and demand.
