A recent report by GSMA Intelligence, in collaboration with Huawei, unveils the staggering potential for economic growth by addressing the digital literacy divide. Shockingly, 38% of the global population remains offline despite having access to mobile broadband, primarily due to insufficient digital skills. The report, named "Enhancing Digital Literacy in the AI Era," reveals that eradicating this divide could contribute approximately $3.5 trillion to global GDP by 2030, with over 90% of these gains benefiting low to middle-income countries.

The AI Impact on Connectivity



As artificial intelligence (AI) expands access to technology, it also introduces complexities and risks, particularly for disadvantaged communities. The report identifies that while AI tools, such as voice assistants, can simplify tasks for those with low literacy, they also raise the standard for safety and critical thinking skills necessary for secure engagement. Users now must understand data protection and identify risks such as fraud and misinformation.

Statistics from the World Bank highlight that proficiency in generative AI skills could increase earning potential by as much as 36%, surpassing returns from both traditional and basic digital skills. Yet, the report warns that without targeted initiatives to bolster foundational digital education, rapid AI adoption may worsen existing inequities, even in areas with comprehensive network coverage.

Initiatives for Inclusion



To tackle these challenges, most digital inclusion initiatives focus on the most vulnerable populations, including rural communities, children, teachers in remote schools, the elderly, and women and girls. The findings emphasize the requirement for community-driven service models. A practical example is Huawei's "Skills on Wheels," featuring mobile classrooms like the solar-powered DigiTruck. These initiatives aim to deliver hardware, broadband connectivity, and hands-on training—including AI literacy—to underserved regions.

Since its debut in 2019, the Skills on Wheels program has trained over 130,000 people across 21 countries, indirectly benefiting many more. Participants are encouraged to share their newly acquired skills, fostering a ripple effect within their communities. A Kenyan government report indicates that 79% of DigiTruck trainees have passed on their digital skills to family and peers.

Policy Recommendations



To effectively bridge the digital divide, the report urges policymakers, telecom operators, and technology providers to collaborate on four priorities:
  • - Treat practical awareness of AI, online safety, and information verification as essential national qualifications.
  • - Implement multilingual voice and communication interfaces in public services to minimize technical barriers for users.
  • - Expand mobile educational units through cross-sector partnerships that bring together operators, tech suppliers, and local NGOs.
  • - Measure performance based on independent task completion and resilience against fraud, rather than merely counting trained individuals.

According to Tim Hatt from GSMA Intelligence, traditional definitions of digital literacy are outdated. Connectivity alone is insufficient; opportunities, system design, and trust must evolve concurrently. To capitalize on the multi-trillion dollar opportunity, stakeholders must integrate multi-layered AI literacy into everyday life through trustworthy local communication channels.

In support of these initiatives, Gavin Allen, executive editor at Huawei, emphasized the significant value mobile classrooms present in helping marginalized populations overcome physical and psychological barriers to accessing technology. Huawei is committed to collaborating with local governments and industry partners to enhance digital literacy, ensuring that no one is left behind in the transition to an AI-driven economy. This fall, a new DigiTruck program will launch in Île-de-France, targeting low-income communities with inadequate services through digital skills training.
