The report, presented during UNESCO’s Digital Learning Week, reveals that 3.1 billion people are hindered by inadequate digital capabilities, limiting their engagement with modern technologies and services.
According to industry forecasts, addressing this skills gap could inject approximately $3.5 trillion into the global economy by 2030, with a staggering 90% of this growth occurring in low- and middle-income countries. While physical mobile broadband coverage reaches 96% of the global population, the lack of digital literacy prohibits many from utilizing this connectivity effectively.
Artificial Intelligence: A Double-Edged Sword
The report reflects on how Artificial Intelligence (AI) presents both opportunities and challenges. While AI can serve as a bridge for underserved communities by providing intuitive services, it also raises risks concerning user understanding of data privacy and cybersecurity issues. Tools designed to assist users with low literacy, such as voice assistants and AI-driven applications, may help navigate the digital landscape, but they require a foundational understanding of safety and critical thinking skills.
Data from the World Bank indicates that familiarity with generative AI skills can enhance income potential by up to 36%, significantly outpacing traditional digital skills. However, without targeted training initiatives, the rapid adoption of AI could further entrench existing inequalities, especially in areas where network coverage is robust.
Mobile Initiatives for Skill Development
The report stresses the importance of community-led models for delivering digital education. Initiatives like Huawei’s Skills on Wheels are shining examples of best practices. These mobile truck classrooms, equipped with solar-powered technology, provide hardware and internet access in rural areas, combined with practical training on digital skills, including AI literacy.
Since 2019, the Skills on Wheels project has impacted over 130,000 individuals across 21 countries, showcasing a ripple effect as students transfer their newly acquired skills to friends and family. Reports indicate that 79% of surveyed participants have shared their digital knowledge with peers, thereby amplifying the impact of the program.
Policy Recommendations for a Collaborative Approach
The report calls on policymakers, telecom operators, and tech providers to work together toward four key priorities:
1. Treat practical awareness of AI, online safety, and fact-checking as core national competencies.
2. Implement multilingual voice and dialogue interfaces in public service offerings to reduce user-side tech barriers.
3. Expand mobile learning units through cross-sector partnerships that align connectivity with local networks and resources.
4. Measure outcomes based on task execution and resilience against fraud rather than just enrollment figures.

He insists that connectivity alone is inadequate; there's a pressing need for systems to evolve alongside user trust and capabilities.
