Phase-Free Community-Focused Information Delivery Project



A collaborative effort between Core Corporation and several partners, including Lambda Systems, JX Press, and M-Data, has resulted in the selection of their "Phase-Free Community-Focused Information Delivery Project" for implementation as a part of the 2025 Tokyo Data Platform Case Study initiative by the Tokyo Digital Services Bureau. This comprehensive project aims to ensure that critical and nuanced information reaches residents effectively, regardless of whether situations are routine or in the face of a disaster.

Challenges Addressed by the Project



The significant challenge addressed by this project is establishing reliable methods of information delivery to residents, particularly those who may be less familiar with digital technologies. Concerns surrounding the reliability of information streams and related costs also arise. Current disaster management systems, such as city emergency broadcasts, are hampered by the problem of poor audibility indoors. Meanwhile, digital platforms face the drawbacks of digital divides and the potential spread of misinformation through social media channels.

The initiative seeks to leverage the power of community data to revitalize local neighborhoods during normal times while ensuring that essential information is communicated effectively during emergencies. Users will benefit from an integrated platform that utilizes Community Channels and Digital Signage to provide essential content tailored to the respective localities.

Project Implementation and Evaluation



To validate the efficacy of the new platform, the project will be conducted across three selected areas in Tokyo from November 2025 to January 2026, supported by J:COM and JCOM Tokyo Setagaya Bureau, reaching approximately 285,000 households with broadcast services. Surveys will be conducted in the targeted areas to assess behavioral changes in response to the information provided, allowing researchers to evaluate the project's impact statistically.
