AI Avatar Deployment at Toshima City Office to Enhance Visitor Services

On June 15, 2023, Toshima City initiated a groundbreaking experiment at the first-floor information center of its city hall, introducing AI avatars for unattended visitor assistance. This innovative program aims to utilize digital technologies, including AI, to enhance public service delivery, addressing the increasing complexity and variety of inquiries from the citizens.

The experiment makes use of AVITA's avatar concierge service known as 'AVACOM'. The AI avatar, projected on a digital signage screen, is designed to automatically respond to questions from city office visitors. This service is not limited to just Japanese; it includes translation features for English, Chinese, and Korean, promising a more inclusive experience for diverse visitors. In instances where the AI avatar cannot resolve a query, the process will seamlessly transition to a remote operator, ensuring a personalized touch in the assistance provided.

A representative from the Information Policy Section articulated the city's commitment to progressing in digital technologies: 'Technology is continuously evolving. With this demonstration, we aim to leverage AI and other digital tools to improve services for our residents moving forward.'

The trial will run until March 31, 2024, allowing the city to gather data on user interactions and the effectiveness of the service before making any decisions about full implementation. This initiative underscores the importance of integrating technology in public service, setting a precedent for other municipalities looking to enhance citizen engagement through innovative solutions.
