Public Event on AI-Driven Reform to Prevent Government Bankruptcy in Japan

NXJI Research, a think tank under the Next Japan Initiative (NXJI), is collaborating with the Rikkyo University Applied Artificial Intelligence Innovation Center to host a public lecture titled "AI-Driven Administrative Reform: Preventing Government Bankruptcy" on July 15, 2026. The event will take place from 6:00 PM to 8:00 PM at the Ikebukuro Campus, Building 8, Room 8202. Admission is free and no prior registration is required.

Purpose of the Event



Japan currently faces increasing challenges due to its declining birthrate and aging population, expanding administrative demands, and shrinking government capacity. As the country's capacity diminishes both financially and in terms of human resources, the risks of reaching a state of "government bankruptcy"—where fundamental government functions required to protect the citizens' lives and properties are irreparably damaged—are growing.

This lecture will feature Mr. Masahiro Masuda, the head of the Next Generation Project Team, who will facilitate discussions based on the book titled "Government Bankruptcy". The event will welcome four contributors who will specifically address digital reform in the public sector. Through reviewing past administrative reforms and providing solutions on how AI can help avert government bankruptcy, the audience will gain valuable insights into the urgent measures needed.

Towards the end of the session, Mr. Masanobu Ogura, director of NXJI Research and a former government minister, will share a summary of the discussions and outline future initiatives planned by NXJI Research.

  • - Yohei Kobayashi – Consulting Fellow at the National Institute of Advanced Industrial Science and Technology, focusing on public economics and evidence-based policy-making.
  • - Kazuya Sugiya – Associate Professor at Iwate Prefectural University, specializing in public policy and evidence-based analysis.
  • - Yasuki Yoshida – Planning Officer of the Digital Agency, deeply involved in public policy and implemented digital reforms.
  • - Masahiro Masuda – Partner Lawyer at Mori Hamada & Matsumoto Law Firm and a guest professor at Rikkyo University, with expertise in IT and digital law.

Book Introduction: "Government Bankruptcy" (Shinchosha Shinsho)


The book is authored by NXJI and will be released on January 17, 2026. It presents a critical analysis of Japan's current state, emphasizing that without significant changes in governance structures, the risk of government bankruptcy is imminent. The vision for Japan in 2050 will be discussed, as the independent think tank NXJI presents a prescription for recovery.
