Understanding Corporate Hesitation in Carbon Removal



Recent insights from a study commissioned by the Carbon Business Council shed light on the evolving landscape of corporate commitment towards carbon dioxide removal (CDR). As businesses grasp the critical role of CDR in achieving net-zero targets, many are still adopting a cautious approach, hesitant to make significant investments until clearer policy frameworks emerge.

The research, which derived findings from interviews with sustainability executives across Fortune 1000 companies in the UK, US, Germany, and France, reveals a marked preference among firms to await policy assurances before proceeding with carbon removal initiatives. The challenge stems from the uncertainty surrounding future regulatory or reporting frameworks, with many companies worrying that the carbon credits they invest in might not comply with upcoming requirements.

The Role of Policy as a Deciding Factor



Policy uncertainty was identified as a primary hurdle impeding corporate action on carbon removal. Executives pointed to ambiguities related to the Corporate Sustainability Reporting Directive (CSRD) in Europe and political instability in the US as significant deterrents. Respondents urged policymakers to provide clear guidance, noting that the introduction of mandatory purchasing requirements, even at modest levels, could send a stable market signal crucial for encouraging investment in the CDR sector.

Furthermore, the necessity for financial incentives, akin to those already in place for renewable energy sources like solar and wind, emerged as essential. Such incentives can not only improve the affordability of carbon removal technologies but can also stimulate early market growth.

Ben Rubin, the Executive Director of the Carbon Business Council, emphasized the responsibility of policy leaders to establish foundational structures that can motivate private sector investments.
