The predominant managerial concern is finding and nurturing talent, with 68.0% of firms identifying it as their top issue.

In response to these challenges, the Hokkaido government is implementing various measures under its "IT Industry Promotion Project." The goal is to elevate awareness of the region's IT sector, improve understanding of local companies and their work environments, and support the acquisition of talent capable of advancing the digital and advanced technology industries.
