Memorial Healthcare System Upholds Historic Low Tax Rate for Community Benefit

Memorial Healthcare System Upholds Low Tax Rate

The Board of Commissioners for the South Broward Hospital District recently made a significant decision impacting the financial landscape of local healthcare. They unanimously voted to maintain the current millage rate at 0.0805, marking the lowest rate ever recorded in the district's history. This prudent fiscal decision reflects a commitment to responsible governance, especially in a time when healthcare costs are on the rise.

A Commitment to Community

Elizabeth Justen, the chair of the Board of Commissioners, emphasized that keeping the millage rate unchanged showcases their ongoing responsibility to taxpayers. “Our commitment to being responsible with taxpayer dollars is something we take pride in,” she stated. This decision has been made amidst an environment of escalating healthcare costs, yet the hospital district remains focused on community needs.

In the years leading up to this decision, the district has seen a consistent reduction in the millage rate, with 15 consecutive years of decreases leading to the rate we're at today. The millage rate established in 2025 was a historic turning point and has been instrumental in allowing Memorial Healthcare System to expand its services and facilities while maintaining fiscal discipline.

Investing in Quality Healthcare

Despite the external pressures affecting the healthcare industry, spanning rising costs and increased demand for services, Memorial Healthcare System has continued to make substantial investments in patient care. This includes upgrades in technology, enhancements to facilities, and broader access to healthcare services for the South Florida community.

Shane Strum, the president and CEO of the Memorial Healthcare System, highlighted that their financial stability empowers them to improve service capabilities without increasing the tax burden on residents. “Our financial strength gives us the ability to invest in the future while limiting the reliance on property tax revenue,” Strum communicated. This position allows the health system to advance and enhance the services it offers while remaining committed to maintaining reasonable taxes.

Understanding the Millage Rate

The approved millage rate of 0.0805 is anticipated to generate about $8.3 million in gross tax revenues. After accounting for early payment discounts and potential uncollectible taxes, the net revenue will exclusively support statutory governmental obligations. These include contributions toward Broward County's Medicaid match program, contributions to community redevelopment agencies, and property appraiser fees.

Ensuring that no tax dollars are used to fund uncompensated care within the Memorial health system is a pivotal commitment. Instead, the necessary resources to maintain and supply these essential services are derived from the health system's operating income, ensuring financial integrity and community support.
