Transforming Orphanages in Haiti: Overture International’s Bold Partnership



In a groundbreaking initiative to bolster child welfare and reunify families, Overture International has recently partnered with Haiti's Child Welfare Agency, IBESR. This collaboration marks a pivotal moment in disrupting the country’s longstanding system of orphanages, with the closure of its fifth facility in southern Haiti. The move aims to prioritize family care over institutionalization, significantly enhancing child protection in the region.

For years, the orphanage system in Haiti has been marred by exploitation and mismanagement. Lisa Hyatt, Executive Director of Overture International, implores this truth, stating, "For too long, orphanages in Haiti have exploited children under the guise of care. The reality is that often 90 percent of the children in these institutions are not actual orphans—they have families who love them but lack the resources to provide for them."

Through their initiative, Overture is working tirelessly to reunite these children with their families or, when necessary, place them in qualified foster homes where they can receive the love and support they deserve. This restructuring of care aims to ensure long-term stability and affection, thus allowing children to grow in an environment better suited to their needs.

The logistical complexity of this initiative cannot be understated. IBESR spearheads the closure of orphanages, but it relies heavily on partnerships with organizations like Overture to provide the necessary resources and support. The coordinator of IBESR in the South Department expressed hope for future actions, stating, "With the right backing, IBESR can and will take the necessary actions to protect children. True child protection requires transparency, accountability, and adherence to the legal process. Overture International understands this and has been an essential partner in this fight."

The problem is further complicated by the often-unregulated nature of foreign-run orphanages in Haiti. Allegations of abuse and neglect are common, with some entities choosing to manage such issues internally rather than reporting them for formal investigations. This lack of accountability exacerbates the vulnerability of many children in institutional care, casting doubt on the effectiveness of existing child protection laws.

Despite these challenges, Overture's partnership with IBESR signifies that change is not only possible but is indeed happening.
