Since 2021, the city has convened committees to explore the future of club activities, gradually implementing community clubs since the latter half of 2022.

The official community clubs in Kakegawa can be categorized into two types: (1) Clubs primarily based on school sports activities, and (2) a diverse array of other recognized community clubs, both utilizing Sgrum for their operations. The first type includes newly established clubs where Kakegawa City Sports Association manages sports-oriented teams while the Kakegawa Cultural Foundation handles cultural groups. The second category comprises existing clubs that have been officially recognized by the Kakegawa City Board of Education, allowing them to function under the framework of recognized community clubs. This dual approach not only supports the creation of new clubs in response to the transition but also opens the door for current clubs to gain recognition and operate within the new structure. Some of these existing clubs have also adopted Sgrum to alleviate the burden of managing membership growth and fee collections.
