The reform period, spanning from fiscal years 2023 to 2025, aims to facilitate advancements through national proof-of-concept projects and initiatives undertaken by local governments.

'Sgrum' is recognized for its efficiency in managing key aspects of community club operations, such as member management, communication with parents, scheduling, and fee collection. It has already been adopted in over 30 municipalities across the country to streamline club management.

In Kakegawa City, plans are underway to abolish weekday and weekend club activities in all nine public middle schools by the summer of 2026. Simultaneously, a new entity – the 'Kakegawa Community Club (provisional)' – will be established to oversee these activities. Since 2021, the city has convened committees to explore the future of club activities, gradually implementing community clubs since the latter half of 2022.

The official community clubs in Kakegawa can be categorized into two types: (1) Clubs primarily based on school sports activities, and (2) a diverse array of other recognized community clubs, both utilizing Sgrum for their operations. The first type includes newly established clubs where Kakegawa City Sports Association manages sports-oriented teams while the Kakegawa Cultural Foundation handles cultural groups. The introduction of Sgrum has assisted these organizations in solidifying operational foundations early on, enabling instructors to provide reliable guidance.

The second category comprises existing clubs that have been officially recognized by the Kakegawa City Board of Education, allowing them to function under the framework of recognized community clubs. This dual approach not only supports the creation of new clubs in response to the transition but also opens the door for current clubs to gain recognition and operate within the new structure. Some of these existing clubs have also adopted Sgrum to alleviate the burden of managing membership growth and fee collections.

- Group Management Function: Facilitates the creation of defined groups, allowing targeted communication to specific segments, such as first-year middle school students involved in multiple clubs.

2. Communication and Scheduling Tools: Staff can share announcements and manage attendance seamlessly, ensuring members are keeping track of club activities through notifications and read receipts.

3. Billing and Payment Management: Automates monthly billing and allows parents to choose from credit card or convenience store payments, complete with alerts for unpaid dues.

4. Website Development: Simplifies the creation of club websites using templates, integrating member announcements and allowing for the promotion of club events seamlessly.
