This testing was commissioned by the Alliance to Prevent Legionnaires' Disease (APLD) and is part of a broader investigation into outbreaks occurring in the area.

The samples, collected in mid-July from 109 locations across three zip codes—10128, 10028, and 10075—identified Legionella in 17 buildings, notably in sinks, showers, and exterior hose bibs. These outlets often serve as entry points for water from the municipal supply. Notably, the concentrations of Legionella found ranged from less than 1 to 390 CFU/mL. Alarmingly, the chlorine treatment levels in the water averaged only 0.12 mg/L, significantly lower than the EPA's recommended minimum of 0.5 mg/L. This lack of proper disinfection raises concerns about the safety of drinking water in these buildings.

Bob Bowcock, a member of the APLD board, criticized city officials for focusing solely on cooling towers in their Legionnaires' prevention strategy, highlighting that such testing does not account for potential bacteriological risks stemming from water distribution systems within buildings. He emphasized the need for a comprehensive management approach, stating, "You cannot rule out a point of exposure you never tested. Cooling towers are only one part of a system that begins at the source and ends at the tap."

The evidence presented by APLD during a recent NYC Council hearing calls attention to an oversight in the city's health policies. Concerns raised include whether the current prevention strategies inadequately cover exposure points like water fixtures, especially given past incidents involving residential buildings and public facilities. Notable cases have recently emerged from various neighborhoods, including the Bronx and Harlem, highlighting an urgent need for protective measures within water systems.

Bill McQuade, an APLD board member and former president of ASHRAE, reiterated the vital necessity for a thorough investigation of NYC’s water distribution system. He remarked, "Finding Legionella in such a widespread manner could serve as a wake-up call for health officials to undertake a more exhaustive investigation of the water distribution system."
