Insights from City Promotion and Tourism Digital Transformation Survey



The General Association for Local Government Digital Transformation (GDX) has released a comprehensive report based on responses from 273 organizations, including 194 local governments and 79 Destination Management Organizations (DMOs) across Japan. The insights gathered shed light on the current status, challenges, and roles of these entities in the field of city promotion and tourism digital transformation.

The report emphasizes the importance of collaboration between local governments and DMOs in driving regional tourism promotion. While local governments play a pivotal role in sustaining societal infrastructure, DMOs are tasked with specialized marketing efforts to generate revenue. The study compares and analyzes the circumstances of both sectors, providing a clearer understanding of their respective contributions and obstacles.

Key Findings from the Survey



Point 1: Half of Local Governments Function with Dual Roles

Almost 50% of the local governments surveyed are managing city promotion and tourism initiatives alongside other responsibilities. Only about 20% of these organizations have dedicated departments for tourism, highlighting a potential structural challenge where specialized resources are scarce.

This dual-role arrangement raises concerns about the allocation of time and attention necessary for effective city promotion and tourism enhancement. It underscores the need for dedicated engagement in tourism initiatives to achieve greater success and visibility in local economies.

Point 2: DMOs Struggling with Continuous SNS Operations

While most local governments and DMOs have embraced social media platforms like Instagram for promoting tourism, around 70% of DMOs indicate they face difficulties in maintaining a consistent and effective social media presence. This points to a significant gap between the ideal expectations of digital engagement and the reality of resource constraints.

The struggle to establish a stable content update system remains the central challenge, revealing the obstacles many organizations encounter when trying to digitalize their operations effectively. The insufficient personnel and budgetary allocations only exacerbate this issue, indicating a critical area for development in future strategic plans.

Point 3: Diverging Awareness of Tourism Challenges

The survey highlighted that the tourism challenges recognized by local governments differ significantly from those identified by DMOs. Local governments frequently cite a stagnation or decline in visitor numbers as their primary concern, while DMOs are more focused on the slow adaptation to inbound tourism and the lack of effective data collection and utilization.

These discrepancies point to a clear divergence in priorities, which could potentially hinder collaboration between the two sectors. Promoting a shared understanding of the challenges each faces may facilitate more united strategies for enhancement in tourism.

In light of these findings, GDX has collaborated with Bridgewell Inc. to host an online seminar addressing the common challenges faced by local governments and DMOs in advancing their digital transformation efforts. This seminar, titled ‘Utilizing Spot AI (ToyTalk) to Solve Local Tourism Issues’, will offer practical insights into capitalizing on digital technology within real-world constraints.
