On June 6, 2025, the National Telecommunications and Information Administration (NTIA), part of the U.S. Department of Commerce, made significant changes to the Broadband Equity, Access, and Deployment (BEAD) Program. The update shifts away from the previous fiber-only strategy, introducing a technology-neutral approach. This new policy means that providers utilizing various technologies—such as Fixed Wireless Access (FWA), satellite systems, and hybrid models—are now evaluated equally alongside fiber networks.

These changes present both opportunities and challenges. While the new framework aims to reduce regulatory burdens and encourage technological innovations, it also necessitates that currently submitted BEAD proposals be revised within a stringent 90-day timeframe. For many providers, meeting these demands both logistically and financially poses a considerable challenge.
