This implementation comes from Hyojito Co., Ltd., a company based in Nagoya, Aichi Prefecture, led by President Takahiro Tokumoto. With a population of approximately 780,000 as of October 1, 2025, Hamamatsu is designated as a government ordinance city. The local government has developed a DX Promotion Plan to realize 'safe, secure, convenient, and comfortable citizen services'. The first phase began in January 2023, leading to the establishment of a second phase scheduled for April 2025.
