Challenges in Document and Data Management in Japanese Municipalities Amidst AI Advancements

The Japan Association for Promoting DX in Municipalities (JADXD) has conducted a survey focusing on the state of document and data management along with the utilization of generative AI within local governments, highlighting some concerning trends.

The survey, part of the JADXD's initiative tied to the release of the special issue on 'The Reality of File Management', sought insights from 41 prefectures and 133 municipalities. It revealed a striking disconnect between the recognition of the need for improvements in document handling and the actual steps taken to implement these changes.

Highlighted Findings

Significant Recognition of Improvement Need

An overwhelming 94.7% of respondents acknowledged the importance of enhancing their document and data management systems for improving operational efficiency and knowledge transfer. Breaking down the responses, 64.7% rated this need as 'very important', while 30.1% deemed it 'somewhat important'. Notably, no respondents considered it unimportant.

Inaction Despite Acknowledgment

Despite this high level of recognition, 60.9% of municipalities have yet to begin reorganizing their file servers or revisiting their document management systems. Specifically, 50.4% of them see the necessity but remain uncertain about when to act, and 10.5% have no plans for improvement at all.

This discrepancy paints a picture of a common phenomenon: many agree on the importance of an issue, yet few are taking the necessary action to address it. The results suggest a sentiment of agreement at the conceptual level without corresponding action—“general consensus, stalled specifics.”

Lack of Resources a Major Barrier

The main reason cited for inaction is a lack of manpower and time, with 54.1% indicating that these constraints prevent them from adequately managing data organization efforts. Additionally, there is a significant interest in external expertise, as 33.8% of respondents indicated a need for outside support, while 44.4% expressed uncertainty about external assistance's effectiveness.

Interestingly, while many municipalities are adopting generative AI technologies, reports from the field indicate that they are not achieving the desired outcomes. One of the key reasons cited for this shortfall is the condition of the internal data files that AI needs to process.

Current Challenges in Data Management

Municipal file servers face various issues such as overloaded storage capacities, an abundance of personal folders, difficulty in identifying the latest versions of documents, and the coexistence of confidential and standard files. Furthermore, the corruption of knowledge due to personnel changes—where previous administrators’ files and workflow history are not adequately handed over—poses significant challenges to the operational continuity of administrative functions.

The JADXD aims to visualize these issues across local governments through its survey. The upcoming report presentation will not only share summarised findings but also engage in discussions led by experts on how to create organizations where knowledge isn’t lost, even amid personnel transitions.

With his background as a doctor of engineering and an expert in municipal digital transformation (DX), he sheds light on how the current state of file servers can hinder effective generative AI utilization and discusses novel methods for automated file organization and indexing through AI approaches.

This online seminar is scheduled for August 5, 2026, utilising Zoom for a free and accessible platform for municipal employees and members of the JADXD. Attendees can delve deeper into the current realities of file management and data organization in municipalities while exploring the practical knowledge essential for preserving institutional memory in the digital era.
