Launch of the 4th Application Round for Port Technology Development Program
On July 15, 2023, the Ministry of Land, Infrastructure, Transport and Tourism announced the commencement of the fourth round of applications for the Port Technology Development Program. This initiative aims to improve productivity and working conditions at container terminals across Japan. Since the fiscal year 2019, the ministry has been implementing projects focused on establishing a support framework through AI technology tailored for terminal operations.
The goal of this program is to further enhance productivity and improve labor environments at ports by encouraging technological development. This year introduces a new theme for applications: the development of technologies aimed at improving labor conditions in shipboard cargo handling. This is part of an expanded focus to address the critical areas affecting both operational efficiency and worker welfare.
Overview of the Program
Details regarding the program emphasize the importance of technological advancements in enhancing productivity and worker conditions at container terminals. The ministry invites private enterprises and relevant stakeholders to submit proposals that address pressing issues within the sector. Successful proposals will be prioritized for funding and support as part of the government's commissioned research and development projects.
Application Period
The application period spans from July 15, 2023, to August 19, 2023. Submissions must be completed by 5 PM on the final day of this period to be considered for the current round.
Application Guidelines and Submission Forms
Prospective applicants can access the detailed application guidelines and necessary submission forms through the provided supporting documents. These materials are essential for preparing a compliant application.
Duration of Technology Development
In principle, the duration for each accepted project is set to three years, allowing for thorough research and development efforts.
Cost Limitations
For each project, the ministry has established a maximum annual budget of 150 million yen (including tax). However, it is important to note that funding amounts for subsequent years may be subject to review based on budget considerations. Thus, acceptance in this round does not guarantee future financial support at the same level.
Contract Type
All contracts will follow an annual commission structure. This allows for annual evaluations of each project, ensuring the continuation of funding is based on performance assessments. Even for multi-year projects, annual reviews will determine whether they can proceed to subsequent phases.
The ministry encourages interested parties to engage in this opportunity to develop impactful solutions within Japan's port industry. By focusing on technological innovations and improving labor conditions, stakeholders can contribute to a progressive transformation in the shipping and logistics sectors.
