Project Goals
The primary objective of this project is twofold. Firstly, it seeks to attract high-net-worth travelers by offering curated experiences that reflect the unique offerings of the region, thus expanding local tourism spending. Secondly, it aims to enhance sustainable regional development by providing opportunities for private investment in tourism infrastructure.
Defining Unique Experiences
The project outlines distinct offerings for different cities in the region:
- - Shimonoseki: A gastronomic program focused on enjoying Japan’s famed blowfish at its peak.
- - Nagato: An opportunity to engage with artisans dedicated to the centuries-old tradition of Hagi pottery.
- - Yamaguchi: An experience centered around the creation of beautiful Japanese gardens inspired by the heritage of local samurai culture.
- - Iwakuni: A historical journey exploring the innovative sake brewery Dassai and a display of samurai armaments, showcasing the intersection of tradition and modernity.
- - Kitakyushu: A deep, culturally-rich tour that highlights the warmth and traditions of the local community.
Background and Expectations from Xperisus
The Japanese government is targeting 15 trillion yen in inbound tourism spending by 2030, emphasizing not only urban areas but also rural regions. The growing alignment between affluent travelers—who prioritize sustainability and cultural immersion—and Japan's local tourism resources presents a significant opportunity for regional revitalization.

With partnerships formed through the recent capital and operational agreement between Yamaguchi Financial Group and Dream Incubator, the goal is to innovate and generate new growth opportunities that will benefit both businesses and communities.
Xperisus’s experience includes participation in the “Western Golden Route” initiative led by Fukuoka City, showcasing its capability in long-term sustainable tourism models. The aim is to implement a robust framework that guides the planning and execution of unique travel experiences, leading to increased visitor numbers and spending.
Why Focus on Affluent Tourists?
According to a report by the Ministry of Land, Infrastructure, Transport and Tourism, high-value travelers make up only about 1% of total inbound tourists, but account for approximately 14% of tourism spending. Many of these affluent travelers prefer spending time in urban centers; however, Xperisus seeks to redirect this attention towards rural areas, thereby stimulating local economies.
These travelers tend to have longer stays, exhibit high repeat visitation rates, and spend significantly, resulting in a more substantial economic impact without contributing to overtourism. This strategy emphasizes quality over quantity, reflecting a commitment to sustainable tourism.
