Inside the Robot sheds light on Japan's prioritization of security and certification over AI advancements.
In stark contrast to global trends that emphasize enhancing AI capabilities, Japan stands firm by adopting the view that establishing a robust safety framework is essential prior to advancing AI technologies. The survey underscores a cautious approach towards physical AI, revealing gaps between confidence in regulatory compliance and its practical implementation.
Key Findings from the Survey

Operating System Preferences: The primary evaluations for operating systems in Japan focus heavily on security (52%) and functional safety certification (45%), surpassing the global averages of 47% and 30% respectively.

Development Tools: A significant 60% of Japanese engineers regard development tools as the most critical software component, compared to 37% globally.

Delays Due to Certification Processes: A notable 62% of Japanese engineers have experienced development delays due to the certification acquisition process, a statistic closely aligned with the global figure of 66%.

Confidence in Compliance: Seventy-eight percent of engineers expressed confidence in their ability to comply with regulations; however, only 46% reported consistent application of clear internal standards, indicating a gap of 32%.

Cybersecurity Budget Increase: Amongst those viewing software's rising importance, 65% expect a budget increase for cybersecurity, significantly higher than the global average of 51%.

Long-term Priorities: Looking ahead 3 to 5 years, 38% of Japanese engineers prioritize safety certification and regulatory compliance, while only 32% prioritize AI capability enhancement, showcasing a clear divergence from global attitudes where AI capability ranks first at 48%.
As the trends show, the notion of safety as a precursor to AI development underscores Japan's approach, revealing that while engineers maintain a high level of confidence regarding regulatory matters, there remains a critical need for consistent organizational standards to ensure effective implementation.

The survey also highlighted that only 56% of Japanese respondents expressed optimism about the pace of industry advancements, contrasting significantly with the global optimism rate of 81%. This reflects a more cautious stance in Japan towards the fast-evolving robotics landscape.
