The Tokyo Metropolitan Government, alongside the Tokyo SME Promotion Corporation, has initiated a new grant program aimed at assisting small and medium-sized enterprises (SMEs) in the capital. The goal is to enhance the digitalization of business activities, thereby ensuring sustained growth and development for these businesses.

Overview of the Program


The program, named the "Small and Medium Enterprises Digital Tool Adoption Promotion Grant Program," officially opened applications for its first round in 2023, coinciding with the start of the eighth fiscal year. This initiative not only provides financial support but also facilitates professional guidance for SMEs embarking on their digital transformation journey.

Grant Details


The grants cover a portion of the expenses associated with introducing new digital tools. Eligible costs include:
  • - Software (such as accounting programs, order management software, attendance management software, and other operational improvement applications).
  • - Dedicated hardware required for specific software functionality (this excludes general-purpose devices like PCs or tablets).

Specifics of the Grants

  • - Grant Percentage: The financial aid can cover up to 50% of the eligible costs. For smaller enterprises, this percentage can increase to 66%, especially if they implement tools aimed at reducing environmental impact.
  • - Maximum Grant Amount: Up to 1.5 million yen, with a cap of 750,000 yen on expenses for dedicated hardware.
  • - Support Duration: The funding is available for a period of two years.

Sustainability Focus


In alignment with initiatives to address climate change, the program prioritizes tools that contribute directly to environmental sustainability. This includes solutions for energy conservation, paperless operations, and carbon footprint reduction.

Expert Follow-Up Support


To ensure the successful implementation of these tools, the program includes follow-up support from experts. Grant recipients can benefit from consultancy sessions aimed at tackling challenges related to digital tool integration, with up to five sessions available at no cost.

Who Can Apply?


Eligible participants include small and medium-sized enterprises located within Tokyo, as well as individual entrepreneurs and SME organizations.

Application Period


The application window for the first round of 2023 is set from June 11 to July 3. Applications must be submitted through the national electronic application system, "J Grants," which requires a G Biz ID Prime account ahead of time. It’s important to note that the application period may close early if the budget is fully allocated.

Future Rounds


Those interested in future opportunities can expect the second round of applications around September 2023.
