By implementing a seamless experience that reduces the workload for searching and creating documents, we can significantly enhance operational efficiency.

Initially, we will focus on deploying small functional features that can be tested and evaluated within the field, ensuring they can adapt well to real-world applications. Following this, we will expand these solutions throughout the Tokyo Metropolitan Government, with a long-term vision of rolling them out to local authorities across Japan while maintaining vigilance on both security and governance.

Producing legislative responses requires complex intellectual work within very short preparation periods. The actual process often involves disparate information sources across departments, leading to delays caused by the need for document revisions and approvals. This fragmentation makes it challenging to quickly access new information and ensures continuity and accountability through the provision of supporting materials is paramount for effective communication. Therefore, eliminating such inefficiencies while achieving consistent quality and rapid responses becomes imperative for local governments.

Our proposal emphasizes leveraging existing information assets within administrative organizations while providing high-resolution workflows for the entire legislative process. This includes enhancing usability to operate independently of expertise in crafting prompts, offering features for referencing past responses, and presenting supporting documents coherently. Furthermore, the workflow enhances visibility throughout the stages of document creation, review, and revision, all while complying with governmental security requirements.

The adaptability of our solution is significant, allowing it to be deployed broadly to other departments and municipalities, increasing the potential for widespread implementation drawn from experiences developed within the Tokyo Metropolitan Government.

Understanding 'Public Tech AI Administration'

'Public Tech AI Administration' is a SaaS-based generative AI tool specifically designed for local governmental operations. By simply responding to a form non-requiring prompts, users can promptly articulate context and objectives, generating administrative documents such as reports, policy drafts, and legislative replies almost instantaneously.

The tool also enhances functionality with a retrieval-augmented generation (RAG) feature that allows users to access and verify sources while drafting proposals. Moreover, it integrates capabilities such as automatic transcription of meeting recordings and AI-OCR for paper documents, enabling the swift structuring of dispersed information for effective AI utilization. With trials already underway in over 170 municipalities, the tool aims to eliminate unnecessary tasks and streamline daily operations, allowing for improved decision-making.

Future Visions

The workflow and operational knowledge established during this project will not only benefit the welfare and healthcare sectors but can also be applied to other departments with legislative responsibilities.
