LANES Partners with Orange County for Enhanced Health Information Exchange Services

LANES Partners with Orange County for Health Information Services

In a significant development for healthcare in Southern California, the Los Angeles Network for Enhanced Services (LANES) has been selected by Orange County (OC) to facilitate its health information exchange services through the OC Health Care Agency (HCA). This partnership is poised to enhance the delivery of coordinated and timely care, ultimately improving patient outcomes for the entire community.

Supporting Comprehensive Care

The HCA administers a variety of vital services encompassing public health clinics, behavioral health and substance use programs, correctional health services, and population health initiatives. By implementing secure data exchange capabilities across clinical, behavioral, and public health systems, LANES aims to reinforce a holistic approach to individual care. This initiative aligns with federal standards, including the Trusted Exchange Framework and Common Agreement™ (TEFCA™) and the California Data Exchange Framework (DxF).

LANES' CEO, Ali Modaressi, expressed pride in being designated as the QHIO of choice for Orange County. He noted, "The HCA delivers a diverse set of healthcare services requiring a flexible and capable solutions partner. Our ability to meet the HCA's diverse needs illustrates our commitment to advancing care through technology."

Enhancements to Data Exchange

Under this new agreement, LANES will offer a series of comprehensive services, including:

1. Integration with EHR Systems: LANES will seamlessly connect two of the HCA's Electronic Health Record (EHR) systems—Oracle Health (Cerner) and NaphCare—utilizing Fast Healthcare Interoperability Resources (FHIR) and Health Level Seven (HL7) standards. This integration is pivotal for establishing a secure, standardized data exchange system.

2. Scalable Data Services: LANES will provide a Software as a Service (SaaS) platform, ensuring advanced security measures, robust patient identity verification, and strict consent management. The system promotes the sharing of permissible health data across diverse use cases, including public health and correctional health services. Additionally, role-based access will be made available via secure web and mobile platforms for both providers and patients.

3. Ongoing Support and Integration: Technical assistance, training, and coaching services will be extended to healthcare providers, helping them incorporate LANES solutions into their workflows effectively. This approach will aid in aligning with the HCA's objectives of enhancing care coordination, reducing costs, and improving patient outcomes while ensuring compliance with county and state reporting requirements.

Collaboration for the Future

Additionally, LANES is committed to supporting Orange County's goal of fostering collaborations with community partners, including hospitals and health plans. This initiative reflects LANES' ambition to deliver a unified platform designed to cater to the intricate needs of community-based organizations.

Tom Schwaninger, Chair of the Board of LANES and Senior Executive Advisor of L.A. Care Health Plan, highlighted the importance of this collaboration, stating, "LANES delivers a smart, unified platform and support for entities with complex needs to benefit their communities. With the ongoing expansion of CalAIM, LANES is strategically positioned to support both the HCA's initiatives and regional partners needing similar expertise."
