On January 27, 2026, the Center for Innovation & Value Research officially appointed Marc Boutin as its President and Chief Executive Officer, with his tenure beginning on February 18, 2026. This strategic decision comes at a pivotal time for the organization as it seeks to further establish its influence in healthcare policy and patient advocacy.
Boutin is not a newcomer to the intricacies of healthcare policy. With over two decades of professional experience, he has developed a deep understanding of patient-centered health policy and the importance of cross-sector partnerships. A family caregiver and a patient himself, Boutin offers a unique perspective on healthcare that will inform his leadership decisions.
Before joining the Center, Boutin served as the Global Head of Patient Engagement at Novartis. His role there involved creating and enhancing a global function focused on patient engagement and advocacy that was integrated across the company's research and development as well as its decision-making processes. His efforts led to significant improvements, such as reducing development friction by ensuring the feasibility of clinical trials and enhancing value messaging to stakeholders.
Boutin’s experience also includes nearly two decades at the National Health Council (NHC), where he became known for his ability to amplify the patient voice in federal health policy discussions. His tenure included a five-year period as President and CEO, during which he managed to double the organization's revenue and broaden its membership base.
His extensive career has been marked by a commitment to bringing together various stakeholders in the healthcare space—patients, researchers, policymakers, and industry leaders—to achieve shared goals. His leadership is characterized by translating complex issues into actionable strategies focused on outcomes that matter to patients.
