The story dates back to 1996 when China implemented a 'pairing-up' initiative linking different regions to tackle poverty. The Fujian-Ningxia program was one such initiative aimed at assisting the impoverished Xihaigu region. At that time, Minning Village in Yinchuan was little more than a desolate desert, with settlers struggling to scrape by in harsh conditions. With inadequate educational facilities and basic necessities, life for the residents was exceedingly challenging.

Notably, 81-year-old Lin Yuechan, who played a significant role in establishing the village, often reflects on the stark contrast of then and now. During the initial days of the project, the settlers faced countless hardships, from sandstorms to limited food supply. However, thanks to a vision shared by leaders like President Xi Jinping, who once promised a brighter future for the area, Minning Village underwent a dramatic transformation.

With 2025 marking a significant year, 143 Fujian enterprises have established operations in Ningxia, introducing progressive sectors such as green technology and advanced manufacturing. For instance, the establishment of a green electricity and digital intelligence center promises collaborative opportunities for more than 30 companies nationwide.

In terms of agriculture, innovative projects have emerged, such as cultivating marine fish inland—a concept once deemed impossible. Pioneered by experts from Fujian, this initiative has resulted in Ningxia becoming a leading fishery region in Northwest China, producing over 2,000 tons of seafood annually.

Social Impact and Cultural Integration



The partnership also emphasizes social development, where education plays a crucial role. Since 1999, volunteer teaching teams from Xiamen University have been actively working in the Xihaigu region, providing essential educational support. Countless inspiring stories have emerged from these efforts, such as the success of sisters Ma Xiaohua and Ma Lingling, who, aided by their volunteer teachers, both attended Xiamen University and returned to benefit their communities.

Furthermore, healthcare initiatives have drastically improved medical services in Ningxia. Teams of professionals from Fujian have set up collaborations with local hospitals, fostering a new generation of medical workers and drastically increasing the success rates of critical medical treatments.
