IAB Tech Lab Unveils CoMP Framework for AI and Content Collaboration



On March 11, 2026, IAB Tech Lab, the global authority on technical standards for digital advertising, announced the launch of its Content Monetization Protocol (CoMP) specification. This new framework aims to facilitate commercial agreements between AI systems and content owners, ensuring that all parties are compensated fairly before any form of data crawling or content usage occurs.

The CoMP v1.0 specification is now open for public comments until April 9, 2026, allowing stakeholders from various sectors to voice their opinions and enhance its adoption across the industry.

Anthony Katsur, CEO of IAB Tech Lab, emphasized the importance of establishing a solid commercial infrastructure for the information sector. “AI systems rely on data, and information is the only input that lacks a robust commercial backbone. For quality content to continue driving AI products, we need clear participation conditions and mechanisms that promote accountability and sustainable practices. CoMP is designed to assist the industry in moving in that direction,” he remarked.

In recent years, publishers have faced significant declines in traffic, with some experiencing over a 50% drop in referral traffic from search engines. The CoMP framework aims to establish a global information market that not only generates new revenue opportunities related to AI usage but also promotes fair compensation for timely and quality content. Furthermore, it addresses the risks associated with AI systems relying on reliable and well-structured information.

The CoMP framework supports both direct licensing agreements and third-party marketplaces, allowing content owners and AI systems to implement a single standardized protocol instead of creating unique integrations for each platform. By establishing a consistent method for signaling permissions and commercial terms before accessing content, CoMP streamlines technical requirements, cuts operational costs, and facilitates scalable adoption throughout the ecosystem.

Importantly, CoMP does not replace stringent access controls. It assumes content owners have established robust blocking strategies at delivery points, such as through Edge Computing or Content Delivery Networks (CDNs). From this foundation, the protocol creates a standardized path from restrictions to a well-structured and mutually beneficial commercial marketplace.

Industry participants have already shown strong support for a standardized approach to content monetization in AI settings. Julianne Jennings, Senior Director of Content and Product at The Weather Company, stated, “We believe the future of our industry relies on user-focused AI innovation. Our partnership with IAB Tech Lab in developing the CoMP framework is crucial for establishing a data collaboration that benefits the entire ecosystem. By creating a standardized route for commercial agreements, we ensure that our high-fidelity weather data remains accessible across all activation channels.”

The first release of the CoMP API marks a significant milestone toward creating interoperable and transparent standards for exchanging fair value within the AI ecosystem. Achim Schlosser, Vice President of Global Data Standards at Bertelsmann, underlined the necessity of scalable compensation frameworks to maintain high-quality journalism and premium content in the age of AI.

Rob Beeler from Beeler.Tech stressed the necessity of compensating publishers for the intellectual property they produce. He stated, “While much remains to be defined regarding how AI systems will interact with publishers, CoMP provides an essential framework for these discussions, helping us advance more rapidly from theory to practice to better secure the future of the publishing industry.”

As AI systems become increasingly important in the information landscape, their credibility and trust will depend on the publishers whose content they utilize. CoMP establishes a mechanism to assign value to this quality and trust within the AI supply chain.

The CoMP specification reflects valuable collaboration from the CoMP Working Group and is expected to evolve based on industry feedback during the public comment period. Input from publishers, marketplaces, technology providers, and AI developers will inform subsequent updates to the framework prior to its finalization.
