Open Source Innovation in Europe: Key Insights from the Linux Foundation Report



The Linux Foundation recently released its 2025 World of Open Source Europe Report, emphasizing the critical role of open source in fostering innovation and securing digital sovereignty in Europe. Conducted in collaboration with Canonical and LF Research, this report was based on insights gathered from over 300 leaders in the IT sector across Europe. It points to the overwhelming adoption of open source technologies, yet it also uncovers significant strategic maturity gaps that may hinder the continent's potential to lead in open source innovation.

According to Gabriele Columbro, the General Manager of Linux Foundation Europe, the evolving landscape of European policies places open source communities at a pivotal juncture. The report affirms that both public and private sectors in Europe acknowledge the immense value of open source not only as a driver of innovation but also as a means to achieve digital independence and economic advancement. However, without proportional investments in strategy, leadership, and favorable entrepreneurial conditions, Europe risks losing its chance to utilize its open source potential as a formidable tool for achieving digital autonomy.

Widespread Adoption and Competitive Edge



Europe has witnessed significant adoption of open source, particularly in operating systems (64%), cloud technologies (55%), application development (54%), and artificial intelligence (41%). Notably, over 90% of organizations surveyed report enhanced value derived from open source software (OSS). Yet to stay competitive, organizations must prioritize operational efficiency alongside mere technology adoption.

The findings indicate that:
  • - 75% of those surveyed believe OSS development results in superior software quality.
  • - 69% assert that engaging with OSS increases their organization’s competitiveness.
  • - 63% cite higher productivity as a significant advantage, followed by a reduction in vendor lock-in (62%) and decreased software ownership costs (58%).
  • - 58% predict that investments in OSS will spur future innovations, particularly in AI and machine learning.

Open Source and Digital Sovereignty: Emerging Necessities



Given current geopolitical dynamics, governments in Europe are re-evaluating their stance on open source. It is shifting from a technical concern to a strategic imperative, necessitating concrete measures like the proposed establishment of a European Sovereign Tech Agency designed to facilitate and fund critical open source projects. The report reveals that 52% of respondents advocate for governmental OSS adoption as a major investment area, while 54% see OSS investment as crucial for developing industry standards and enhancing interoperability.

Philippe Ensarguet, Vice President of Engineering at Orange, highlights the multifaceted advantages of open source, including cost-effectiveness and faster market deployment, especially in the context of geopolitical challenges. Engaging in open source reduces dependence on specific vendors and mitigates associated risks.

Addressing Strategic Gaps



Despite the many advantages open source offers, many European organizations adopt it in a reactive or ad hoc manner, missing the opportunity for strategic engagement. The report discovered that:
  • - Only 34% of organizations have formal OSS strategies; just 22% have established Open Source Program Offices (OSPOs).
  • - A mere 62% of C-level executives recognize open source’s value compared to 86% of non-C-level employees who are more involved in its implementation.
  • - A surprising 28% allocate full-time OSS contributors to their projects, yet 81% of those value such contributions.

Hilary Carter, Senior Vice President of Research at the Linux Foundation, asserts that the European OSS ecosystem is rich with potential but needs to mature in strategic engagement. For Europe to maintain its technological leadership and promote continuous innovation, it is vital to close these maturity gaps through well-planned, well-resourced initiatives and strong executive support for open source software.
