A Historic Tokyo Declaration and Action Plan for Palestinian Peace Initiated by a Japanese NGO

A Landmark Initiative for Palestinian Peace

On August 9, 2025, the international NGO Accept International, based in Chuo-ku, Tokyo, made a significant announcement regarding the adoption of a Tokyo Declaration aimed at achieving sustainable peace in Palestine. This joint declaration is unprecedented, backed by an actionable plan formulated by young leaders from various Palestinian political factions and civil society.

The announcement comes at a crucial time as the world is witnessing the ongoing humanitarian crisis in Gaza. Accept International has been deeply focused on conflict resolution and peacebuilding, recognizing the importance of grassroots efforts driven by both youth and women leaders in Palestine.

From August 5 to 10, 2025, the organization hosted a dialogue session titled "Bipartisan Young Leaders' Dialogue Meeting for Palestinian Peace" in Hiroshima and Tokyo. Fourteen young leaders were invited from major Palestinian political groups and civic organizations to engage in meaningful dialogues. The week included visits to the Hiroshima Peace Memorial Museum and exchanges with survivors, which provided a poignant backdrop for discussions on peace.

In Tokyo, the leaders took part in discussions with representatives from the business sector and experts on the Middle East. Following these dialogues, the Tokyo Declaration was adopted on August 9, along with an associated Action Plan that was formalized on August 17.

Key Features of the Tokyo Declaration

The declaration outlines a comprehensive approach to address the dire situation in Gaza, emphasizing critical points such as:
  • - Adherence to the rule of law and appeals to the international community.
  • - Advocacy for democratic processes and elections.
  • - Reforming the Palestine Liberation Organization (PLO) to include diverse political parties while recognizing it as the solitary representative body.
  • - Encouraging the active participation of youth and women in decision-making processes.
  • - Learning from Japan's historical experiences towards peacebuilding.

This declaration goes beyond mere rhetoric; it embodies a strategic road map toward peace involving different stakeholders across Palestine. Amid the pressing challenges of ongoing conflict, it holds significant implications for future peace initiatives, gathering young leaders from varying backgrounds to voice their commitments and construct actionable strategies.

Accept International intends to continue supporting these new processes initiated by the young leaders and welcomes ongoing public support.

Invitation for Media Engagement

Accept International is actively reaching out to media outlets in Japan and plans to host regular online and offline events targeting both press members and the general public. Topics will revolve around current situations in conflict zones like Somalia, Yemen, and Palestine. The organization encourages media interactions, including image/video provision and interviews with staff members. For inquiries, they are open to contact and collaboration.

Fundraising Appeal

The independent efforts of Accept International hinge on the generous contributions from the public. They have launched the Accept Ambassador program, inviting monthly support starting from 1,500 JPY. They also welcome one-time donations and contributions via hometown tax systems. To trailblaze pioneering initiatives originating from Japan, they seek the public's cooperation in their mission.
