Winning Ground: A New Era for Online Gambling in Africa
The online gambling landscape in Africa has witnessed a significant transformation, as presented in the newly released report from Gaming Compliance International (GCI). This comprehensive analysis spans all 54 African nations and provides valuable insights into the growth and challenges of regulated online gambling over the years 2024 and 2025.
Key Insights from the Report
The report reveals that the revenue generated by regulated online gambling rose from
$4.4 billion in 2024 to $5.2 billion in 2025. This increase demonstrates a growing preference among African consumers for licensed online gambling options, with regulatory operators capturing a slightly larger share of the market—from
22% to 23%. Notably, the number of people engaging with online gambling increased from
198 million to 215 million, showcasing the continued demand for this entertainment format despite the hurdles posed by unregulated platforms.
However, the report also highlights a concerning trend: the unregulated gambling sector continues to dominate with a Gross Gaming Revenue (GGR) of
$17.8 billion, accounting for
77% of the total online gambling revenue in 2025—a slight decrease from
78% the previous year. The presence of unregulated operators increased from
3,644 in 2024 to 4,129 in 2025, posing a significant challenge to the regulatory environment.
The Challenge Ahead
Despite the positive signs of growth within the regulated sector, the challenge remains immense. Unregulated gambling not only impacts tax revenues but also risks consumer safety. The report estimates that African governments lost approximately
$3.55 billion in potential tax revenue due to the activities of these illegal operators. This alarming figure underscores the urgency for regulators to develop more robust frameworks that effectively capture demand within the legal sector.
Optimizing the Regulatory Environment
To ensure the sustainability of the regulated online gambling market, GCI emphasizes the need for
four key components:
1.
Comprehensive Monitoring: Regular supervision of all gambling activities across the continent to identify and control the unregulated sector effectively.
2.
Strict Enforcement: Authorities must take decisive actions against unlicensed operators that exploit gaps in regulation.
3.
Regulatory Integrity: Ensuring that regulations are respected and enforced diligently to protect consumers and the marketplace.
4.
Sector Optimization: Making the regulated online gambling sector more attractive, competitive, and accessible for African consumers.
The report advocates for gradual enhancements in policies, including taxation, payment systems, product diversity, and cooperative regulatory practices, to encourage a shift towards licensed platforms. Not only should regulators aim to control the activities of licensed operators, but they should also strive to create an appealing environment for users to engage in regulated gambling.
Leadership Perspectives
Matt Holt, the CEO of GCI, highlighted the report's findings, stating, "For the first time, we can see the whole of Africa's online gambling market clearly. The steady growth in the regulated sector across multiple countries is encouraging, and it indicates that our strategies are effective. Our mission is to equip regulators with the information needed to continue their progress."
On the other hand, Ismail Vali, President of GCI, reflected on how Africa's online gambling potential must not be overshadowed by its challenges. He remarked, "Millions of consumers are already contributing to this sector, generating substantial economic value and the potential for sustainable local commerce. The challenge lies in capturing this demand legally and beneficially."
With the right strategies in place, Africa's online gambling market can transition from a fragmented and unregulated landscape to a structured and lucrative environment for all stakeholders involved, ultimately fostering confidence among consumers and governments alike.
