On May 13, 2025, Bloomberg Tax & Accounting proudly announced the winners of its Annual Author Awards for Federal and State Tax. The awards ceremony took place during the American Bar Association's Tax Section meeting held in Washington, D.C. This prestigious honor shines a light on individuals whose writings significantly impact the field of tax law, recognizing their dedication and excellence in contributing to the knowledge base of tax professionals.

Honorees in Federal Tax

Michael Kliegman, a Senior Counsel at Akin Gump, received the Leonard L. Silverstein Award for Distinguished Service in Federal Tax. Known for his expertise, Kliegman authored the crucial resource, Portfolio 774 - Single Entity Reorganizations, Recapitalizations, and F Reorganizations, which meticulously analyzes the tax ramifications of various reorganization strategies. This portfolio serves as a vital tool not only for corporate tax professionals but also for shareholders and security holders striving to navigate the intricate tax considerations inherent in capital restructuring.

Highlighting significant topics within Portfolio 774, Kliegman tackles subjects such as mutual-to-stock conversions alongside sections 305 and 306, demonstrating his comprehensive grasp of tax intricacies. His receipt of this award underscores his profound impact on tax law and his relentless pursuit of advancing understanding in this essential domain.

Recognition in State and Local Tax

The Franklin C. Latcham Award for Distinguished Service in State and Local Tax (SALT) was bestowed upon Nancy Prosser, renowned for her extensive experience in the arena of state and local tax law, spanning over three decades. As the former General Counsel for the Multistate Tax Commission (MTC), Prosser was a leading figure advocating for uniform taxation laws and addressing complex legal issues affecting state revenue agencies. Her pivotal leadership roles during her tenure included pioneering strategies related to the taxation of digital products and establishing foundational rules for complex partnerships.

Before her impactful work at the MTC, Prosser dedicated sixteen years to the Texas Comptroller of Public Accounts, concluding as the agency's General Counsel. Her impressive background also includes serving as a Texas Assistant Attorney General and working at the prestigious law firm, Vinson & Elkins, L.L.P. Prosser's status as a trusted authority in tax law is well-earned, given her substantial contributions and thought leadership in the field.
