Tobu Top Tours, based in Sumida City, Tokyo, has collaborated with the Kanto Regional Development Bureau and Kasukabe City Office to enhance its disaster tourism initiatives. This new tour is part of an ambitious plan that aims to educate 100,000 individuals about disaster preparedness through eight power-up initiatives associated with the Metropolitan Outer Floodway.
The Metropolitan Outer Floodway: A Marvel of Engineering
Located in Kasukabe City, Saitama Prefecture, the Metropolitan Outer Floodway is recognized as one of the world's largest underground floodwater channels, plunging down to 50 meters beneath the surface. The
regulating reservoir within this facility is often referred to as the
Disaster Prevention Underground Temple due to its impressive architecture and significant role in flood management.
The newly launched course emphasizes the importance of protecting daily life from flood risks. It consists of four phases: 1)
Signs of Heavy Rain, 2)
Flood Crisis, 3)
Activation of the Metropolitan Outer Floodway, and 4)
Return to Clear Skies—where visitors witness both the emotional and educational journey, heightened by mesmerizing lighting and striking sound effects. This reimagined underground environment dares to shift the perception of disaster preparedness from theory to reality.
