On October 14, 2025, Central Iowa Shelter & Services (CISS) will celebrate a significant milestone with a ribbon-cutting ceremony for the Empowerment Command Center located at 609 E. Pennsylvania St., Ottumwa, Iowa. This initiative, made possible by a generous commitment of $2.55 million over two years from Iowa Total Care and the Centene Foundation, reflects a concerted effort to tackle the pressing challenges of homelessness and housing instability faced by many in rural Iowa.
The Empowerment Command Center stands as a beacon of hope, providing essential services such as job training, veterans' resources, case management, and health and wellness support. Additionally, pathways to permanent housing will be facilitated through this initiative, aimed at serving individuals who often have to travel far from their communities to access vital services.

The Empowerment Command Center will also introduce affordable housing units, which will directly address the noticeable shortfalls in housing availability in Ottumwa.
