During the summit, Saeed Xia, President of Huawei Global Public Service, emphasized the global nature of this challenge. Governments are struggling with fragmented portals, limited online services, long processing times, and poor experiences due to data silos, lack of integration, and weak digital intelligence capabilities. These structural barriers lead to real consequences for users, such as lengthy wait times, repetitive paperwork, and complex administrative processes, which can erode trust and generate dissatisfaction with public services.

Digital administration programs are designed not only to enhance service delivery but also to strengthen governance, cut costs, and boost transparency. Xia pointed out that these efforts are not just about adopting new technologies; instead, they represent a global imperative. The three central objectives of digital government transformation include enhancing international influence and economic growth, modernizing governance to reduce costs and build trust, and improving public services for greater user satisfaction.

As users increasingly demand convenient and personalized public services available on mobile devices at any time, traditional bureaucratic approaches are no longer sufficient. To meet these needs, governments must abandon isolated digital projects and construct integrated platforms that connect departments, data, and services.

At the summit, Huawei unveiled its comprehensive solution designed to assist governments in establishing intelligent service systems that put users at the forefront. This plan includes modernizing public service delivery by leveraging digital infrastructure, data platforms, and AI-driven applications. It is built upon an architecture consisting of one digital base, one intelligent platform, and numerous industrial applications. The vision is to create a smooth, efficient, and accessible service environment across multiple channels.

Xia depicted this vision as one in which public services are truly user-centric: “The ideal public service is person-focused, efficient, and transparent. It offers 24/7 one-stop services across all channels with online and offline integration, all paperless, and with single-instance consultations.” This model aims to simplify the user experience by providing access to numerous services through unified portals, mobile apps, kiosks, or service centers. Instead of navigating through various agencies and drowning in paperwork, users can handle complex tasks through a single digital interface.

Furthermore, Huawei's approach is heavily focused on data integration and AI capabilities. The architecture includes an online service delivery platform, a data platform for secure data management and governance, and an AI platform capable of supporting applications like natural language processing, digital assistants, and automated approvals.
