Japan Systems Enhances Financial Management in Osaka



Japan Systems, headquartered in Shibuya, Tokyo, has recently received a commendable contract from Izumisano City, Osaka, to implement its FAST financial accounting system. The project is set to commence with system construction aimed for operational launch by October 2026. With this acquisition, FAST financial accounting will now be operational in eight organizations within Osaka Prefecture.

Background of the Implementation



Izumisano City has been at the forefront of digital transformation (DX) in administrative tasks by adopting cloud-based financial systems and document management systems. However, challenges persisted with the traditional paper-based approval process, which caused significant delays due to the transportation of documents between departments. Additionally, the existing systems exhibited limited functionalities where some processes required manual adjustments on Excel spreadsheets. Issues were further compounded by the inadequate data linkage between the financial accounting system and existing contract management systems, necessitating manual data input via CSV formats.

To address these inefficiencies and to realize electronic approval in financial operations, Izumisano City decided to procure a new financial accounting system.

Japan Systems’ Proposal and Evaluation Points



Japan Systems proposed a comprehensive solution that not only improves the efficiency of financial operations through the rich functionalities of the FAST system but also incorporates a digital approval feature to streamline workflows. By transitioning contract management tasks into the FAST system, all relevant operations can be centralized. This integration is expected to enhance standard functionality for report generation and significantly reduce the need for manual rework, thus abolishing the inefficiencies related to paper approvals and the associated storage challenges.

Moreover, embedding contract management into the financial accounting system minimizes the additional labor associated with manual data entry. The overall proposal was compelling, due to local implementation experiences and proven operational success in municipalities with around 100,000 populations, aligning closely with Izumisano City’s specific conditions.

Overview of FAST Financial Accounting



FAST by Japan Systems strengthens the PDCA (Plan-Do-Check-Act) cycle in fiscal management, contributing to municipal DX initiatives. It supports paperless operations, electronic approvals, electronic invoicing, and data visualization and analysis, thereby enhancing operational efficiency and transparency.
