Introduction to EVO Digital Identity in Moldova
As part of Moldova’s commitment to modernize its banking sector, the eGovernance Agency has launched the acceptance of EVO digital identity credentials. This initiative allows customers to utilize the government-developed application, EVO, to authenticate their identities across four prominent banking institutions: Moldindconbank, FinComBank, EuroCreditBank, and Victoriabank.
This progress marks a significant stride towards integrating digital identity systems in both public and private sectors, setting a national standard aligned with Europe's emerging digital identity ecosystem. By enabling secure digital transactions based on consent, EVO is poised to transform how citizens interact with essential services both domestically and in cross-border contexts.
Seamless Banking Integration
The EVO platform transforms existing digital documents into reusable identity credentials, facilitating everyday interactions between users and private sector services. By scanning a QR code, customers can verify their identity quickly and securely, sharing only the information necessary for banking transactions. This system not only reduces the need for physical identification but also minimizes manual data entry errors, adding a layer of convenience for both banks and their clients.
Since opening integrations to public and private agencies on April 1, 2026, the ecosystem surrounding EVO has expanded significantly, with 30 different entities now utilizing the digital identity framework. This includes major telecommunications operators and the National Bank of Moldova, with expectations for at least 20 additional organizations to join operationally by the year's end.
As highlighted by Nicoleta Colomeeț, head of the Moldovan eGovernance Agency, the real value of digital credentials is realized when they can be effectively utilized in daily life. Given the critical nature of secure identification within financial institutions, incorporating EVO credentials into everyday banking operations is a monumental step forward. The agency plans to further extend this ecosystem to enhance interoperability across various sectors, ensuring that developments in Moldova align with ongoing European digital identity infrastructure advancements.
Pursuing European Interoperability Standards
The Moldovan government's endeavors with the EVO Wallet adheres to European standards for digital identity wallets while leveraging its expertise in digital credentialing for implementation and cross-border interoperability. As part of the WE BUILD consortium, Moldova collaborates with European partners to validate digital identities and address disparities in national implementations. Successful tests have already been conducted utilizing Moldova's digital identity card in the European PID format and digital driver's licenses following ISO mDL specifications with counterparts in France, Hungary, Austria, and Belgium. Additional interoperability tests are underway involving teams from France, the Netherlands, Croatia, Romania, and Ukraine.
