Unveiling FOOBOUR: A Mobile Kitchen for Disaster Relief

On May 16th, a significant unveiling event took place in Kasugai City, Aichi Prefecture, showcasing five newly remodeled vehicles donated by the Pal System Group to the Peace Boat Disaster Relief Center (PBV), led by Director-General Takashi Yamamoto. These vehicles have been transformed into mobile kitchens that will serve as vital resources in areas affected by large-scale disasters.

Purpose of the Vehicles

The remodeled vehicles, now known as "FOOBOUR" (a blend of 'food' and 'harbor'), are equipped with professional kitchen spaces, refrigeration units, and power supplies. Their primary mission is to provide hot meals and distribute essential goods in disaster-stricken areas. Additionally, during intervals when disaster relief is not in effect, FOOBOUR will serve as a mobile food pantry for community members in need, supplying both food and essential items with the cooperation of local governments.

The initiative already has operational plans in place for three prefectures: Ehime, Nagano, and Miyagi (specifically in Ishinomaki City).

Key Participants at the Unveiling

The unveiling event saw the attendance of several notable figures, including Tomorie Yasuda from PBV, who oversees the kitchen vehicle project; Yuuri Ueshima, a director involved in activities aimed at improving living conditions for evacuees with the EDAN network; and Hiroshi Nakane, Executive Officer of Planning and Policy at Pal System Union. Each of them highlighted the importance and potential impact of these vehicles in the fight against hunger and the provision of emergency services.

Ueshima expressed optimism about the dual functionality of FOOBOUR. In cases of disaster, FOOBOUR will not only deliver hot meals, but also facilitate the storage of food supplies, becoming a robust hub for distribution of essential resources.

Collaboration and Donation

The vehicles were made available through a previous donation of five trucks from Pal Line, a logistics subsidiary of the Pal System Group, as part of their vehicle replacement initiative for 2025. Under the EDAN funding scheme, PBV successfully transformed these trucks into fully functional mobile kitchens.

In his remarks at the event, Ueshima noted, "The co-op’s delivery trucks can be operated with a standard driver's license, allowing for agile and efficient movement across the country. After renovation, these vehicles are set to play a vital role nationwide." Nakane added, "I was amazed to see how beautifully these vehicles transitioned from delivery trucks to fully equipped kitchen facilities. I have high hopes for their 'second launch' during crucial relief operations."

About EDAN

EDAN, the Evacuation Life Support Network, operates with financial support from Philip Morris Japan, bringing together NGOs with extensive expertise and experience in disaster response. They play a vital role in enhancing the support systems for refugees and vulnerable communities affected by disasters.

With FOOBOUR, the partnership between Pal System and PBV is shining a light on innovative solutions for disaster relief, with a strong focus on community support and mobility. As they prepare for future challenges, FOOBOUR stands as a testament to the power of collaboration and the commitment to creating a more resilient society.
