Current Challenges in AI Resource Distribution
Japan's AI computing resources are predominantly concentrated in metropolitan regions like Tokyo and Osaka. This concentration raises several societal concerns, including vulnerabilities to natural disasters, risks in power supply, and network congestion that can lead to processing delays. In regional areas, high-performance computing environments are scarce, limiting the ability of businesses and local governments to leverage generative AI and large language models (LLMs) effectively due to both technological and situational constraints.
ELEMENTS' Approach to Solution
ELEMENTS has established a robust base for utilizing AI through unique managed systems that employ high-performance GPUs for extensive learning and fast, reliable inference of data. As of the end of July 2025, the company has an impressive record of over 45 million learning instances and provides dependable private cloud solutions that are independent of overseas cloud services for major telecommunications and financial institutions. A state-of-the-art AI computational facility, the ELEMENTS CLOUD Shikoku Data Center, will be built in Takamatsu City, featuring GPU servers at its core. This facility will accommodate sufficient computational resources to support the development of region-specific LLMs and diverse AI applications, with anticipated connections to urban data centers.

Provision of Cloud Services via Proprietary Managed Systems
ELEMENTS will leverage its developed GPU-managed systems to offer a comprehensive cloud service that supports everything from foundational model development to rapid AI inference. The company plans to assist regional enterprises and municipalities in implementing AI applications that support business operations, as well as developing services tailored for smart city initiatives. Collaboration will be established with local governments, educational institutions, and startups to foster the formation of vibrant regional communities, utilizing insights gained from AI service development to drive regional revitalization.
