In a recent roundtable discussion held in New York, American investors have underscored the NATO Eastern Flank as a defining investment opportunity for the upcoming decade. This pivotal gathering, which took place alongside the UN General Assembly and was organized by Concelex, a prominent Romanian infrastructure firm, witnessed crucial insights from high-profile attendees, including Romania's President, Nicușor Dan. The consensus among the investors is clear: successful projects in the region must come equipped with clearly defined risks and local partners capable of overseeing their long-term development.

During the event titled "Anchoring the Eastern Flank Critical Infrastructure and Transatlantic Capital in Central and Eastern Europe," Radu Pițurlea, the CEO of Concelex, delivered compelling remarks. He emphasized the importance of regional capabilities in reestablishing critical assets essential to the security infrastructure of Eastern Europe. Drawing lessons from the ongoing crisis in Ukraine, Pițurlea asserted that successful investment relies not only on financial backing but also on the presence of heavy machinery, structural components, and a skilled response team on-site before emergencies arise.

"Infrastructure must not only be constructed but maintained and readily restored in the face of crises. We propose the concept of 'Sovereign Infrastructure,' which ensures that projects are managed under national, regional, or allied control while also being resilient against various scenarios," he stated. This presents American investors with de-risked assets that have the potential to yield long-term profitable returns.

The event also addressed the necessity of incorporating delivery capacity into the qualification criteria for strategic projects alongside existing financial and regulatory benchmarks. As part of this initiative, Concelex proposed prioritizing long-term, availability-based public-private partnerships across crucial transport corridors. This would foster increased investment from regional infrastructure firms in tandem with transatlantic capital, further strengthening the robustness of the infrastructure network in the region.

A foundational element of this proposal is the creation of a Sovereign Infrastructure Index for the NATO Eastern Flank. This tool aims to provide clarity regarding which entities can construct and restore critical assets with speed and under specific jurisdictions. Alongside Pițurlea, the roundtable featured participants including Romanian government officials and representatives from various embassies, investment banks, and U.S. International Development Finance Corporation.

Frederick Kempe, President and CEO of the Atlantic Council, highlighted the interconnectedness of infrastructure planning in the region, stating, "Energy, transport, and communications infrastructure can no longer be approached in isolation. They must be integrated across borders to be effective and sustainable in today's complex international landscape."

Through these discussions, the gathering confirmed the vital role that local infrastructure companies play as partners in transatlantic endeavors aimed at investing in the Eastern Flank. The participants agreed to continue dialogues about these proposals and the development of the Sovereign Infrastructure Index in subsequent events, including an upcoming session in Bucharest later this year.
