Japan Airlines and JTA's Fuel Surcharge Update
Japan Airlines (JAL) and Japan Transocean Air (JTA) have announced a significant change regarding the fuel surcharge applicable to their international flights. This revision will take place in conjunction with the introduction of the Naha to Taipei (Taoyuan) route set to start on December 3, 2025. In line with regulatory approvals, the new fuel surcharge will come into effect for tickets issued between December 3, 2025, and January 31, 2026.
The existing classification of the Okinawa to Taipei/Kao-hsiung route, which has been categorized under “Japan to East Asia,” will be transitioned to the “Japan to Korea/Far East Russia” classification. This change will alter the fuel surcharge amount from what was previously announced on October 20, 2025.
Overview of the New Fuel Surcharge
The applicable period for the revised fuel surcharge is set from December 3, 2025, through January 31, 2026, for tickets issued during this window. Here are some key points to note:

- - Surcharge Amount: This will be determined per person, per one-way segment.
Terms and Conditions for the Fuel Surcharge

Fixed Rates: For tickets issued between December 3, 2025, and January 31, 2026, the surcharge amounts will remain unchanged, irrespective of future fluctuations in aviation fuel prices. However, government approvals may lead to alterations in amount or timing.

Future Notifications: The details for surcharges on tickets issued after February 2026 will be communicated in December 2025.

Price Threshold: If the two-month average market price falls below 6000 yen per barrel, the surcharge will not be applied.
Passenger Responsibilities
- - Equal Charges: Both adults and children will be required to pay the same surcharge, while infants under two who do not occupy a seat will be exempt. Additionally, customers using JAL Mileage Bank international ticket awards will also incur this surcharge.
- - Refund Policy: In the event of refunds after purchasing tickets, cancellation fees will not apply to the fuel surcharge.
