Arcadis Initiates Landmark Resiliency Project in NYC

Project Overview



On December 19, 2025, it was revealed that Arcadis has been awarded the construction phase services contract for this ambitious initiative commissioned by the Battery Park City Authority (BPCA). With a budget of approximately $1.7 billion, BPCR aims to protect Lower Manhattan's waterfront and the neighboring communities from the increasing threats posed by sea level rise, storm surges, and severe rainfall events. More importantly, the project emphasizes enhancing public access and recreational spaces along the beautiful Hudson River.

This initiative marks a significant shift from the planning and design phase into major construction, a crucial step for one of the nation’s most extensive climate resilience efforts.

Collaborative Efforts



The BPCR is a product of a strong partnership between several esteemed organizations. Led by a joint venture of Turner Construction Company and SPC Construction Co. LLC, alongside Arcadis, the Bjarke Ingels Group (BIG), and SCAPE Landscape Architecture, this collaborative team is set to deliver an integrated coastal flood risk management system. This system will extend roughly 1.5 miles, featuring flood walls and deployable barriers, along with drainage improvements, which include a newly established pump station and rain gardens. The initiative is designed with the dual aim of providing protective measures against flooding while simultaneously enriching green space and public open areas.

This project represents the latest major resiliency initiative by the BPCA following the devastation of Superstorm Sandy. It builds on the previous successes of the South Battery Park City Resiliency Project and the Ball Fields Community Center Project, both vital components of Lower Manhattan’s comprehensive coastal protection strategy.
